Federal Capture Manager

Technical Assent•Arlington, VA

About The Position

Technical Assent seeks an experienced, hands-on Capture Manager to lead the development and execution of competitive capture strategies for federal professional services opportunities. The role is accountable for turning qualified opportunities into well-positioned, proposal-ready pursuits across multiple federal agencies, with particular emphasis on the Department of Veterans Affairs (VA), Department of Defense (DoD), and Department of Homeland Security (DHS). Deep experience with either VA or DoD is preferred, and candidates must be able to apply capture expertise across agency boundaries. This is a dedicated capture role, not a general networking, business development, or proposal production position. The Capture Manager works closely with the Executive Team, Business Development Manager, Service Delivery leaders, and proposal team to improve competitive positioning and the probability of winning. The position leads capture strategy, customer and competitive intelligence, teaming and solution strategy, capture readiness, and transition to proposal development. Technical Assent expects Growth Team members to use AI thoughtfully to improve the speed, quality, and productivity of their work. The Capture Manager must independently validate material facts and conclusions, distinguish authoritative evidence from assumptions and unsupported claims, use sound professional judgment, and remain accountable for the accuracy and value of their work. AI-enabled automation should improve workflows without compromising quality, confidentiality, or accountability. Technical Assent designs and delivers service experiences and capabilities for government, business, and not-for-profit clients. Employees work on programs of strategic importance to clients, contributing to their core missions while identifying opportunities for improvement. The company describes its work as driven by evidence, grounded in understanding, and focused on impact. It is a small company where employees can help shape the culture and turn improvement concepts into measurable client capabilities. Technical Assent is committed to a workplace free of discrimination. Hiring decisions are based on merit, qualifications, and business needs.
