Federal Capture Manager

Technical Assent•Arlington, VA

About The Position

Technical Assent seeks an experienced, hands-on Capture Manager to lead competitive capture strategies for federal professional services opportunities. The Capture Manager turns qualified opportunities into well-positioned, proposal-ready pursuits by leading customer and competitive intelligence, capture planning, win strategy, teaming, solution integration, and capture readiness across the company’s target federal markets. The role spans multiple federal agencies, particularly the Department of Veterans Affairs (VA), Department of Defense (DoD), and Department of Homeland Security (DHS). Deep experience in VA or DoD is preferred, along with the ability to apply capture expertise across agencies. The Capture Manager works closely with the Executive Team, Business Development Manager, Service Delivery leaders, and proposal team. This is a dedicated capture role rather than a general networking, business development, or proposal production role. The position requires thoughtful, effective use of AI to improve research, analysis, and workflows, while independently validating material facts and conclusions. The Capture Manager is accountable for sound professional judgment, accuracy, originality, confidentiality, and defensible recommendations, and must be able to explain and defend their work without relying on AI-generated narratives. Technical Assent designs and delivers service experiences and capabilities for government, business, and not-for-profit clients. Employees work on strategically important government programs, supporting clients’ core missions and identifying opportunities for improvement. The company describes its work as driven by evidence, grounded in understanding, and focused on impact. It values creative and pragmatic problem-solving, self-starters, teamwork, feedback, and employee contributions to a small-company culture.
