About The Position

The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Family Self-Sufficiency (FSS)/ Homeownership Coordinator. This is a grant position; funding is announced on an annual basis. The deadline to submit applications is Monday, August 3, 2026.

Requirements

Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.
Ability to operate commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications, scanners, and copiers.
Strong interpersonal skills and effective communication ability, both orally and in writing.
Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.
Knowledge of the local, state, and federal laws governing the FSS and related programs; ability to understand, act on, and interpret policies, regulations, and procedures.
Ability to mediate disputes among CHA employees, FSS participants, social service providers, PCC members, landlords, and other parties; responds quickly to issues or questions.
Ability to work productively in a variety of working conditions and environments.
Ability to make moderately complex computations accurately.
Ability to work independently and use sound judgment in decision making and problem solving.
Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, residents, HUD, and local, state, and federal officials.
Ability to design and implement applicable programs and collect data, as needed.
Must possess a valid driver's license, have reliable transportation and be insurable under CHA’s automobile insurance.
Criminal background checks and drug screening will be performed.
Demonstrated proficiency at Microsoft Word and Excel.

Nice To Haves

Bilingual in English/ Spanish is desirable.
Understanding of first-time home buyer programs and related processes.
A high school diploma/GED is required and graduation from an accredited college or university with a Bachelor’s degree in Social Work, Sociology, or a related field is preferred.
One to three years’ experience in administrative support work, office management or related field is preferred.
Any equivalent combination of education, training, and experience, which, in the sole determination of the CHA, provides the required knowledge and abilities, may be considered sufficient.

Responsibilities

Develops the CHA’s Action Plan, as required by the Department of Housing and Urban Development (HUD), to address the demographics and supportive needs of the families expected to participate in the programs and an estimate of the number of families whom the CHA has capacity to serve.
Assembles the CHA’s Program Coordinating Committee (PCC), by securing commitments from public and private resources for the operation of the FSS. Meets at regular intervals with the PCC for information sharing and program modification, as necessary.
Screens applicants to the FSS and accepts families into the Program who demonstrate an understanding of the FSSP and a willingness to comply with the Program’s guidelines.
Assists FSS participants to develop the family’s unique Individual Training & Services Plan (ITSP).
Monitors the activities and outcomes of the PCC partners to ensure that FSS participants have the necessary resources to achieve their stated goals under their ITSPs.
Monitors progress of FSS participants, counsels, and provides support to ensure compliance with the participants’ Contracts of Participation.
Coordinates with the Community Managers, Housing Choice Voucher Program (HCVP) staff, and Finance Department staff to set up, monitor, and release escrow accounts on behalf of FSS participants in accordance with CHA and HUD guidelines.
Updates and revises procedures and policies as necessary to remain compliant with HUD regulations and CHA policy.
Networks with various agencies and community organizations to identify resources for FSS participants.
Conducts initial assessment interviews.
Provides positive, supportive, and reality based counseling and technical assistance to FSS participants, as needed.
Maintains participants’ case records and reviews goals throughout the terms of the contracts.
Facilitates various workshops, seminars, and group support meetings for participants.
Conducts home visits as needed.
Counsels participants on the CHA’s Homeownership Program and makes referrals to community organizations that serve aspiring homeowners.
Exhibits and encourages behaviors that uphold CHA’s core values.
Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Executive Director.
Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
Attends and/or participates in various meetings related to the CHA as required.
Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.
Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
Handles confidential matters with discretion.
Performs other duties as directed.
