About The Position

This is a full-time contractual position with the Maryland Department of Human Services (DHS), Family Investment Administration. The incumbent will support the coordination of programs within the Maryland Office for Refugees and Asylees (MORA), with a particular focus on programs that help refugees achieve self-sufficiency. This includes facilitating and ensuring the quality of programs related to workforce development, employability services, business engagement, and barrier reduction for refugee populations. The role involves representing MORA to other state agencies involved in self-sufficiency efforts, such as the Maryland Department of Labor (DOL) and the Maryland State Department of Education (MSDE), and co-coordinating the Skilled Immigrant Taskforce. The position will also support MORA's network of grantees, monitor program performance against quantifiable outcomes, assist in developing new employment sectors for refugees, and market refugee skills to employers. Additionally, the incumbent will recommend, develop, and implement rules and standards for self-sufficiency programming, collaborate on best practices, and provide internal and national trend data on refugee training and employment. Analysis and strategies will be developed using labor market information and employer-informed needs.

Requirements

  • A Bachelor’s degree from an accredited college or university.
  • Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
  • Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
  • Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to two years of the required experience.
  • One year of experience coordinating, administering, or managing employment, workforce participation, or self-sufficiency programs for refugee and/or immigrant populations.

Nice To Haves

  • One year of professional experience at either a local, state, or national resettlement agency or non-profit organization supporting and providing direct services to refugees, asylees, or other humanitarian immigrant populations.
  • One year of demonstrated understanding and implementation of federal regulations and guidelines regarding employment or workforce participation activities for refugee, asylees, or humanitarian immigrant populations.
  • Specialized knowledge of workforce and economic trends that may affect client employment and self-sufficiency outcomes, whether through graduate or undergraduate studies or professional experiences.

Responsibilities

  • Provides support to the network of MORA contractors that provide self-sufficiency and employment services to eligible populations.
  • Coordinates opportunities for contractors to develop proposals to maintain ongoing programs or implement innovative new ideas, based on measurable program performance.
  • Understands federal regulations regarding employment and training activities and applies these to deliver state-level programs that are compliant while maintaining the integrity of the Maryland Employment Model.
  • Facilitates monitoring of refugee self-sufficiency programming.
  • Oversees the collection, presentation, and analysis of periodic and trend statistical data concerning contractor program performance.
  • Leads the development of partnerships with programmatic stakeholders.
  • Co-leads Maryland’s Skilled Immigrant Taskforce in partnership with other Maryland state agencies, such as DOL and MSDE.
  • Facilitates and maintains relationships and partnerships with a variety of stakeholders, including federal/state/local government agencies, non-profit organizations, businesses, and others.
