The Extradition & Clemency Deputy Director supports the Director of Extradition Services in administering and advancing the State of Oregon’s extradition, detainer, clemency, and international prisoner transfer programs. This role provides critical program support, policy analysis, and operational coordination in alignment with the Governor’s vision for Oregon. The Deputy Director assists in overseeing the Arrest & Return Program which includes domestic and international extradition matters the Interstate Agreement on Detainers, Executive Clemency processes, and the International Prisoner Treaty Transfer program. This position is essential to the Governor’s Office, the Department of Corrections, the Parole Board, statewide district attorneys’ offices, and law enforcement agencies. The Deputy Director contributes to the development, implementation, and enforcement of statewide extradition procedures; ensures Oregon’s compliance with the Interstate Agreement on Detainers; supports administrative and legislative activities tied to these programs; and helps execute directives issued by the Legislature, including those from the Ways & Means Committee. Through this work, the Deputy Director helps provide leadership, guidance, and consistency for statewide law enforcement partners and ensures the effective execution of the Governor’s statutory authorities in extradition and clemency.
