About The Position

As a Policy Analyst for PCL Constructors Inc. in Edmonton, Alberta (Corporate), you will support executive-level decision-making by producing high quality analysis, briefing materials, and strategic recommendations across government relations, public policy, and organizational priorities. This role acts as a force multiplier for senior leadership — particularly the Executive Director and CEO — by transforming complex, ambiguous, or politically sensitive issues into clear, actionable insights. Reporting to the Manager, Strategy & Research, this role ensures leadership is never making decisions in the dark. By providing clarity, structure, and strategic insight, the Policy Analyst strengthens organizational positioning, reduces risk, and accelerates executive decision-making. This role is being offered as a 12-month contract.

Requirements

  • A bachelor’s degree or higher in public policy, political science, government relations, economics, business, or a related field.
  • 5–10 years of experience in policy analysis, government relations, public affairs, or a related discipline.
  • Strategic thinking skills, with the ability to see the big picture, anticipate implications, and connect policy developments to organizational priorities.
  • Analytical rigor, with comfort navigating ambiguity, complex data, and multi-variable decision environments.
  • Executive communication skills, with the ability to produce concise, persuasive, and decision-oriented writing.
  • Stakeholder engagement skills, with the ability to navigate internal politics, external relationships, and multi-party coordination.
  • Political acuity, with an understanding of the political, regulatory, and reputational context surrounding decisions.
  • Proficiency in leveraging data, reporting, visualization, and AI-assisted research tools to generate insights and support evidence-based decision-making.

Responsibilities

  • Produces executive papers, issue notes, decision decks, and briefing materials that support informed executive decision-making.
  • Prepares condensed summaries, scenario analyses, and risk assessments on legislative, regulatory, or sector developments.
  • Delivers rapid-turnaround briefs on urgent or politically-sensitive matters.
  • Conducts research and analysis on policy proposals, legislative changes, government initiatives, and broader issues affecting the organization.
  • Assesses operational, financial, and reputational impacts, and develops evidence-based recommendations aligned with organizational strategy.
  • Translates technical policy, legislative, and regulatory information into accessible executive-level narratives.
  • Gathers inputs from operations, legal, communications, and program teams, consolidating diverse perspectives into unified briefing materials.
  • Supports leadership in preparing for stakeholder meetings, government engagements, board discussions, and other strategic initiatives.
  • Contributes to strategic planning by identifying opportunities, risks, and long-term policy trends, and supporting advocacy strategies and organizational positioning.
  • Monitors government announcements, legislative sessions, and sector developments, maintaining situational awareness across the policy landscape.
  • Flags emerging issues requiring executive attention and maintains an issues tracker with status, risks, and recommended actions.
  • Drafts speeches, talking points, meeting notes, and correspondence for government officials and stakeholders, ensuring clarity, accuracy, and strategic alignment.
