About The Position

This position will be located in either Salem or the Portland field office, based on the successful candidate’s location and finalized when the job offer is made. Our mission... The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Oregon Occupational Safety and Health Division (Oregon OSHA). Oregon OSHA is responsible for assuring safe and healthful working conditions for Oregon workers through promulgation and enforcement of Occupational Safety and Health Regulations, and by providing education and consultation to employees and employers. This position is represented by the Service Employees International Union (SEIU).

Requirements

  • A bachelor's degree in Occupational Safety and Health, Public Health, Environmental Science, Business or Public Administration, Behavioral or Social Sciences, or Political Science AND four years of professional-level evaluative, analytical, and planning work experience in occupational safety and health, public health, or environmental protection
  • Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical, and planning work experience in occupational safety and health, public health, or environmental protection
  • Demonstrated knowledge of Oregon OSHA or federal OSHA rules
  • Subject material experience in safety related topics such as, construction, excavation, working at heights, LOTO, machine guarding.
  • Demonstrated ability to research and analyze complex topics
  • Commitment to maintaining positive working relationships, respectful workplace practices, and supporting a diverse and inclusive work environment
  • Ability to explain procedures/technical requirements in a tactful, clear, and concise manner
  • Outstanding verbal and written communication skills
  • Demonstrated attention to detail

Responsibilities

  • Serve as an expert for the division and provide technical guidance on safety and health rules.
  • Participate in activities related to development and interpretation of safety and health standards.
  • Provide technical assistance to division staff, other agencies, local jurisdictions, and the public.
  • Developing and drafting rules
  • Rule interpretations
  • Providing technical guidance on the adopted rules
  • Report and letter writing
  • Providing advice to management and staff on policy issues affecting division operations, industries, and local jurisdictions
  • Serving as a primary liaison to several boards and committees, to specific industries and potentially to local government, depending on the assignment
