About The Position

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Ethics Specialist reports directly to the Executive Director while liaising, in the context of the day-to-day tasks, with the Chief of Staff and Deputy Chief of Staff. The Ethics Specialist assists the Executive Director in ensuring that UN Women personnel members observe and perform their functions with the highest standards of integrity through fostering a culture of ethics, transparency, accountability and mutual respect. The Ethics Specialist carries out UN Women Ethics function and is independent of any other official, division, office or other organizational entity in the performance of ethics-related responsibilities.

Requirements

  • Advanced university degree (Master’s degree or equivalent degree) from an accredited educational institution in law, public policy, business administration, human resources or one of the behavioral sciences; a first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • A minimum of 5 years’ experience at increasing levels of responsibility in the development, management and/or implementation of ethics programmes in a large government, public sector organization or international organization.
  • Experience in providing advice at progressively increasing responsibility levels on ethics standards and practices, including, inter alia, accountability and compliance frameworks, financial disclosure policies, and procedures to handle cases of reported misconduct and to ensure protection of staff against retaliation.
  • Experience in the development and implementation of ethics training and other outreach and awareness-raising activities.
  • Experience in analyzing and handling, with tact and diplomacy, sensitive and complex issues related to ethics, while maintaining the highest level of confidentiality.
  • Fluency in oral and written English is required.

Nice To Haves

  • Experience and/or Knowledge of the ethics function of the UN or other international organizations is an asset.
  • Good understanding of UN system, international organizations, or public service, sector ethical policies, rules, regulations and procedures is highly desirable.
  • Impeccable record of integrity and accountability.
  • Knowledge of another official United Nations language is desirable.

Responsibilities

  • Provide advice, where needed, in consultation with other relevant offices, to the Executive Director and the Executive Leadership Team to enable them to ensure the Organization’s rules, policies, procedures and practices reinforce and promote the highest integrity standards, including on institutional integrity issues.
  • Provide confidential advice and guidance regarding ethical behavior, standards of conduct and conflict of interest.
  • Develop the contents of ethics training and awareness programmes on ethical issues, in coordination with the relevant internal stakeholders, so that the ethical culture in the organization is strengthened. Roll out the UN Ethics Office annual Leadership Dialogue.
  • Undertake the responsibilities related to the protection of personnel members against retaliation for reporting misconduct and/or cooperating with duly authorized audits and investigations in accordance with the Organization’s policy on the Protection Against Retaliation.
  • Assist with the implementation of the UN Financial Disclosure Programme for UN Women in line with the Memorandum of Understanding between UN Women and the UN Ethics Office, and in accordance with the Secretary-General's bulletin on financial disclosure and declaration of interest statements (SG/SGB/2006/6).
  • Contribute to the review, development and implementation of policies, guidelines, procedures and other internal or corporate documents to support an effective ethical framework.
  • Provide annual reports to UN Women Executive Director and the Executive Board on the activities of the Ethics function.
  • Maintain confidential records of guidance and advice given by and reports made to the Ethics Specialist.
  • Represent UN Women on the Ethics Panel of the United Nations, the Ethics Network of Multilateral Organizations, and other UN system bodies on matters related to ethics.
