Housing Matters partners with individuals and families to create pathways out of their homelessness into permanent housing. The Encampment Resolution Program (ERP) is a shelter program located at The Live Oak Landing - a satellite shelter of Housing Matters. ERP provides shelter, case management and housing navigation for some of the community’s unhoused individuals connected with County Behavioral Health programs. Reporting to the Associate Director of Campus & Shelter Operations, the Program Manager for the Encampment Resolution Program (ERP) is responsible for driving shelter operations at the Live Oak Landing and managing ERP staff and the provision of services, including case management, housing navigation, and other direct services, to ERP participants.

Requirements

  • +3 years of experience as a frontline social service provider for individuals or families experiencing homelessness or a similar social service required
  • Bachelor’s degree in a related field or equivalent experience required
  • Possession of a valid California Class C Driver's License
  • Thorough Knowledge of: Social casework objectives, principles, methods, and caseload management and organization
  • Thorough Knowledge of: Social and economic factors that influence individuals and/or households experiencing homelessness
  • Thorough Knowledge of: Knowledge and experience applying the principles of Trauma Informed Care and Housing First
  • Thorough Knowledge of: Principles of human behavior and development
  • Thorough Knowledge of: Grant compliance and reporting
  • Thorough Knowledge of: Administering programs to fidelity
  • Thorough Knowledge of: Principles and techniques of supervision and management
  • Thorough Knowledge of: Community resources, county, state, and federal benefit programs

Nice To Haves

  • Management experience preferred, preferably in a non-profit or similar social service
  • Experience in program management, development, program evaluation, and measuring outcomes preferred
  • Experience in grant administration and reporting preferred
  • Bilingual English and Spanish speaking preferred
  • Desirable qualifications are; attention to detail, effective communication, flexibility, and good problem-solving skills

Responsibilities

  • Develop goals, objectives, and action steps for ERP staff and program activities, conducting ongoing evaluations and implementing changes when necessary.
  • Ensure the program complies with government grant requirements, including providing quarterly data reports to the Associate Director of Campus and Shelter Operations.
  • Oversee compliance with ERP documentation requirements, utilizing the Housing Needs Assessment for intakes and the Housing Action Plan to track participant progress and case manager performance.
  • Assist and guide a team of case managers and housing navigators working within various funding streams to locate, secure, place, and stabilize participants in their own homes.
  • Identify areas of needed training and work with the Associate Director of Campus & Shelter Operations to prioritize and schedule development within budgetary constraints.
  • Become a community leader in serving homeless men, women, and children.
  • Responsible for managing and overseeing the Live Oak Landing shelter, as well as ensuring compliance with all shelter-specific campus policies, health and safety policies, and program participant expectations.
  • Develop, maintain, and update administrative procedures and manuals to ensure efficient care, workflow coordination, scheduling, admissions, exits, and behavioral processes.
  • Partner with other Housing Matters program managers to implement approved plan objectives, timetables, and expected outcomes.
  • Oversee the program's budget and policies regarding participant involvement, requirements, and benefits.
  • Provide direct supervision, training, and performance management for case management, housing navigation, and direct services staff to ensure effective department operations and optimal staffing levels.
  • Ensure operations and workflows are consistent with organizational objectives, Housing First standards of care, and safety/infection control requirements.
  • Demonstrate a positive, empathetic, and professional attitude, directly supporting participants when necessary, resolving complaints, and prioritizing participant and staff safety.
  • Transport program participants in Housing Matters vehicles to meetings and appointments in accordance with program requirements
  • Serve as a liaison and provide consultation to other organizational staff on ERP program regulations and standards.
