About The Position

This position serves as an Equal Employment Opportunity Specialist within the NEXCOM Equal Employment Opportunity Office. The role is designed as a developmental position, providing guidance and training in EEO to prepare the incumbent for advancement to a higher-level Equal Employment Opportunity Specialist role. The incumbent will assist higher-level EEO Specialists in executing NEXCOM's enterprise-wide EEO programs and provide technical support within the EEO Department as needed. The position offers a progression path, allowing for non-competitive advancement to an Equal Employment Opportunity Specialist position (NF-04 SC 4B) upon completion of required training, typically within one year. Advancement to a higher grade level requires at least six months of experience in the current position.

Requirements

  • For NF4A level: A total of 5 years of experience in any combination of administrative, investigative, technical, or other responsible work demonstrating skill in written and oral expression, investigating and analyzing problems, interpreting technical material, and working effectively with diverse individuals.
  • Substitution of education for experience: 1 year of academic study above the high school level may substitute for 9 months of experience, up to a maximum of a 4-year bachelor's degree for 3 years of general experience.
  • For NF4A level: Two years of progressively responsible specialized experience demonstrating knowledge of Federal EEO principles, practices, laws, and regulations; knowledge of personnel policies and practices; skill in analyzing organizational policies to identify EEO barriers and propose solutions; and knowledge of employment challenges faced by various protected groups.
  • For NF4B level: A total of 6 years of experience, including general experience and/or education as described above.
  • For NF4B level: Three years of progressively responsible specialized experience demonstrating knowledge of Federal EEO principles, practices, laws, and regulations; knowledge of personnel policies and practices; ability to analyze organizational policies to identify EEO barriers and recommend solutions; and knowledge of specific employment challenges faced.

Responsibilities

  • Assists with administering and processing EEO complaints, providing informal counseling, and preparing and performing investigations under general oversight.
  • Monitors complaints to ensure compliance with federal process requirements and alerts EEO Specialists to urgent matters.
  • Assists in establishing facts, analyzing, and evaluating complaints, and may participate in mediations and informal negotiations.
  • Markets and promotes Alternative Dispute Resolution (ADR) and mediation, serving as an ADR Convener Advocate.
  • Collaborates with management, subject-matter experts, complainants' representatives, and investigators to schedule ADR sessions.
  • Provides primary support to the ADR Program Manager by inputting data into the DON ADR Tracker System.
  • Utilizes various EEO databases and spreadsheets to track EEO complaint processes.
  • Reviews drafted settlement agreements for compliance.
  • Assists EEO Specialists in compiling monthly, quarterly, and annual reports on EEO complaints for NEXCOM Headquarters and Field activities.
  • Consults with line officials to develop resolutions for discrimination complaints and prepares draft recommendations for acceptance or dismissal.
  • Serves as part of the NEXCOM Barrier Analysis team, compiling reports and analyzing statistical data for Workforce Diversity and representation.
  • Determines trends and identifies problem areas in recruitment, monitoring and compiling statistical data for the Six Steps to Diversity Affirmative Employment Program (AEP).
  • Assists EEO Specialists with conducting EEO training for Navy Exchange System associates.
  • May provide input for Diversity and other EEO programs.
  • After certification, may conduct mediations and evaluates ADR surveys.
  • Performs other related duties as assigned.
