The Resource Protection Section evaluates and protects Delaware’s water resources through technical assistance, field monitoring and sampling services, regulatory implementation, and standardizing processes for the Division’s inspection, compliance, and enforcement actions. The incumbent will be responsible for the implementation, compliance, and enforcement of the National Pollutant Discharge Elimination System (NPDES) program and the various Groundwater Discharge permit programs (Spray Irrigation, On Site Treatment and Disposal systems, etc.) including inspection of wastewater and stormwater facilities, routine data review and entry, and follow-up enforcement. The incumbent will oversee program development, establish program objectives, and develop/implement program policies for the above permitted programs. This role is also responsible for ensuring all federal, grant, and state inspection and funding requirements are met. This position supervises, provides guidance, and evaluates 9 technical staff.
