About The Position

The Resource Protection Section evaluates and protects Delaware’s water resources through technical assistance, field monitoring and sampling services, regulatory implementation, and standardizing processes for the Division’s inspection, compliance, and enforcement actions. This position resides in the Division of Water, Resource Protection Section, and will be responsible for compliance and enforcement activities within the National Pollutant Discharge Elimination System (NPDES) Industrial Stormwater (ISW), NPDES individual permitted facilities, Large Systems, and Spray Irrigation programs. The individual selected will assist in training new employees, lead writing of enforcement for non-compliant facilities, and represent the Division in large scale enforcement that crosses Divisions. Daily tasks include planning/scheduling/conducting routine field inspections of assigned facilities, including data submission management, tracking corrective actions, compliance/enforcement actions, and scheduling/facilitating meetings.

Requirements

  • Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
  • Two years' experience in analyzing and evaluating scientific data.
  • Two years' experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
  • Two years' experience in technical report writing.
  • Applicants must be legally authorized to work in the United States.
  • Possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

Responsibilities

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other various regulatory submissions to ensure compliance with regulations.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.
  • Assist in training new employees.
  • Lead writing of enforcement for non-compliant facilities.
  • Represent the Division in large scale enforcement that crosses Divisions.
  • Planning/scheduling/conducting routine field inspections of assigned facilities.
  • Data submission management.
  • Tracking corrective actions.
  • Compliance/enforcement actions.
