About The Position

This position is the section program manager for the Stormwater & Wetlands Section in the Wastewater Discharge Authorization Program. The position has statewide responsibilities for preventing pollution from storm water discharges and wetlands fill activities through permitting, regulatory compliance, stormwater controls, and education. The mission of the Division of Water is to conserve, improve, and protect the environment by controlling water pollution to enhance the health, safety, and welfare of the people of the state and their overall economic and social well-being. The Wastewater Discharge Authorization Program accomplishes this mission by issuing technically accurate and legally defensible wastewater discharge permits in cooperation with industry; the federal government; local, regional, and tribal governments; public and private organizations; and concerned individuals to support sustainable development of state resources and fulfill the Division’s responsibility to protect the environment for the present and future generations.

Requirements

  • Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.

  • Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Knowledge of the concepts, practices, and techniques used to identify, engage, influence, and monitor relationships with individuals and groups connected to a work effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome (positive or negative).
  • Setting clear goals and expectations, tracking progress against the goals, ensuring feedback, and addressing performance problems and issues promptly.
  • The ability to demonstrate interest, skill, and success in getting groups to learn to work together; and develop, maintain, and strengthen partnerships with others inside and/or outside the organization who can provide information, assistance, and support.
  • Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.
  • Experience managing the delivery of services in an environmental program and supervising professional level staff.
  • A valid Driver's License is required.

Responsibilities

  • Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
  • Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
