About The Position

Direct, manage, and supervise the activities of the Stormwater Compliance department including the Storm Water Management Program (SWMP), Stormwater Utility Billing, investigation, inspection and enforcement of federal, state, and local regulations. Coordinate assigned activities with other divisions, departments and outside stakeholders.

Requirements

  • Completion of a bachelor degree from an accredited college or university with major course work in engineering, planning, public administration, business administration, project/program management or a related field
  • An additional five (5) to seven (7) years ‘of progressively responsible experience in management
  • Valid Current Driver’s License
  • Knowledge of a variety of federal, state, and environmental laws and regulations including; Clean Water Act, Texas Commission on Environmental Quality Construction General Permit and Texas Commission on Environmental Quality Multi-Sector General Permit; Or related legislation
  • Knowledge of financial analysis and budgetary procedures
  • Ability to apply entrepreneurial and managerial skills and methods
  • Ability to interpret complex federal, state, and local regulations
  • Ability to prepare and maintain records and documentation for compliance purposes
  • Ability to monitor operations for compliance with environmental regulations
  • Ability to establish and maintain effective working relationships with other City officials, the public, and community organizations
  • Ability to communicate effectively with others

Nice To Haves

  • Must obtain Certified Professional in Municipal Stormwater Management (CPMSM) certification within 18 months

Responsibilities

  • Plan, organize, and direct the activities of employees engaged in the daily operations of the Stormwater Compliance department
  • Manage compliance of the City’s Storm Water Management Program (SWMP) per the Texas Commission of Environmental Quality (TCEQ) Municipal Separate Storm Sewer (MS4) Permit, the TCEQ Construction General Permit, and TCEQ Multi-Sector General Permit
  • Direct the education of industries, commercial businesses, and the public regarding federal, state, and local environmental regulations
  • Oversee the Stormwater Utility Billing Accounts
  • Develop, monitor and revise maintenance, inter-local, professional agreements/contracts to ensure compliance with contractual obligations
  • Prepare and administer the annual operating budget for Stormwater Utility
  • Prepare agenda items for Stormwater Compliance functions for City Council meetings
  • Set departmental goals and objectives, and develop policies, procedures, and ordinances to ensure timely and efficient service to citizens and other departments
  • Select, train, and supervise personnel directly or through subordinate supervisors, establish performance standards, evaluate the performance of subordinate staff, and establish work priorities, goals, objectives, and schedules
  • Interpret complex environmental regulations
  • Enforce the inspection and monitoring of local entities, construction sites and industrial facilities to determine compliance with stormwater laws, rules and procedures
  • Enforce corrective measures for potential stormwater violations and recommend technical resources needed to correct violations
  • Develop and administer public relations effort to inform internal staff, citizens, contractors, industry and other stakeholders to develop and implement programs for compliance with stormwater regulations
  • Prepare letters and reports to regulatory agencies documenting compliance activities and results
  • Perform additional duties as assigned
