This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is professional work conducting sanitary and safety inspections for the prevention of environmental related illness and injury in body piercing, tattoo, and biomedical waste facilities for compliance with 64E19, 64E28, and 64E16 respectively of the Florida Administrative Code (F.A.C.). The incumbent in this position is also responsible for activities involving the licensing of body piercing and tattoo facilities including inspections and complaint investigations. This position will be a back-up for the Environmental Manager in biomedical waste, body art and tanning programs. The incumbent is responsible for conducting inspections and investigations countywide using their personal vehicle. The incumbent will be the lead inspector for the biomedical waste, body art and tanning programs and will assist program manager in staff field trainings. The incumbent must be Standardized in Body Piercing Infection Control prior to appointment. Performs site inspections of regulated facilities to ensure compliance of regulations. Inspects body piercing facilities to ensure the minimum sanitary and safety requirements related to the design, operation, and maintenance of body piercing salons for compliance with 64E19 of the Florida Administrative Code (F.A.C.). Inspects hospitals, physicians’ offices, laboratories, nursing homes and other biomedical waste generating facilities for compliance with 64E16 of the F.A.C. Accurately completes inspection forms, with correct application and interpretation of 64E16, 64E17, 64E19, and 64E28 F.A.C. and 386 of the sanitary nuisances for the above facilities. Effectively communicates 64E16, 64E17, 64E19, and 64E28 F.A.C. requirements to regulated establishments. Incumbent will be assisting the Environmental Manager on the operations of the tattoo, body piercing, and biomedical waste programs including consultations with clients. Assists in the reviewing of permit applications; identifying environmental impacts associated with proposed activities. Responds to request for training materials request for information from the general public concerning biomedical waste, body art and tanning. Provides in-service training and lectures before large groups concerning 64E16, 64E19, and 64E28 F.A.C., its application and interpretation. Reviews inspections for Environmental Specialist II. Assists in carrying out the inspection program to assure compliance. Reviews Program related documents generated by staff and clients for accuracy. Monitors monthly compliance for all programs under the Biomedical Waste & Body Art Programs. Investigates complaints concerning noncompliance of 64E16, 64E17, 64E19 and 64E28 of the Florida Administrative Code (F.A.C.) including but not limited to unsanitary, unsafe, or unlicensed activity in regulated body piercing and tattoo facilities and in public areas. Completes complaint investigations and reports on results in a timely manner with accurate and complete information and correct interpretation of 64E16, 64E19, and 64E28 F.A.C. Conducts clean-ups of small amounts of biomedical waste, following exposure control guidelines, when the responsible party cannot be determined for the protection of the public. Coordinates with the Department of Environmental Protection for large spills and public dumping or other emergencies. Initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents. Consults with officials from local and state governmental offices, as well as private companies for enforcement of biomedical waste regulations. Uses Miami-Dade County Health Department administrative procedures to enforce the rules and regulations against biomedical waste generators who do not comply with regulations. Performs all other duties as assigned.
