About The Position

The Maryland Department of the Environment (MDE) is seeking dedicated individuals to protect and preserve Maryland's air, water, and land resources, and safeguard the health of its citizens. The Environmental Compliance Specialist I is an entry-level position within the Mobile Sources Control Program (MSCP) of the Air and Radiation Administration. The role involves inspecting permitted facilities to ensure compliance with the Vehicle Emissions Inspection Program (VEIP) quality assurance requirements as outlined in COMAR 11.14.08. This position requires working in potentially uncomfortable or unpleasant surroundings, with exposure to various weather conditions, hazardous conditions that may lead to injury, areas where motor vehicles are operated, exhaust fumes, chemicals, and slippery floors. The use of protective equipment such as goggles, gloves, and masks is necessary. The incumbent will be required to drive a State vehicle and must maintain a valid driver's license with no more than 5 points. An annual promotion is possible, with the incumbent potentially advancing to Environmental Compliance Specialist II (Grade 15) or Environmental Compliance Specialist III (Grade 16) based on satisfactory performance.

Requirements

  • Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
  • Possession of a motor vehicle operator's license valid in the State of Maryland.
  • Must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
  • Must provide a certified copy of the driving record for the appropriate Motor Vehicle Administration at the time of appointment if maintaining an out-of-state driving license.
  • Must be legally authorized to work in the United States under the Immigration and Reform Control Act of 1986.
  • Must be legally authorized and possess any necessary documents under the Immigration and Reform Control Act of 1986 to be hired.

Nice To Haves

  • Experience with motor vehicle emissions testing and emissions control systems.
  • Experience with electronic equipment, i.e., emissions test equipment, laboratory, vehicle repair shop.
  • Experience with databases/spreadsheets, recordkeeping, and creating summary reports.
  • Experience working with a variety of people, i.e., business owners, private citizens, etc.
  • Familiarity with pollution issues related to motor vehicle exhaust.
