About The Position

The Environmental Compliance Inspector performs technical work supporting Capital Region Water’s (CRW) industrial waste and pretreatment inspection programs including the inspection and monitoring of commercial food service and motor vehicle service establishments for compliance with state environmental regulations and local regulations regarding discharge of grease, oil, and related materials into CRW’s wastewater collection system.

Requirements

Knowledge of wastewater treatment processes, industrial pretreatment, and sanitary sewer systems.
Knowledge of NPDES/MS4 standard regulations
Knowledge of inspection methods, sampling practices, and flow monitoring equipment.
Ability to recognize potential violations of pretreatment, stormwater, and oil and grease requirements.
Ability to read and interpret engineering drawings, plans, and maps.
Strong recordkeeping, report writing, and organizational skills.
Strong verbal and written communication skills and the ability to interact professionally with the public.
Ability to work independently and establish effective working relationships.
Knowledge of safety rules and regulations, including OSHA requirements.

Nice To Haves

2+ years in water/wastewater utility operations, environmental compliance, inspection, or code enforcement is preferred.
2+ years’ experience with inspections, sampling, monitoring, or compliance investigations is preferred.
Experience working with wastewater, stormwater, industrial waste, and environmental regulations is preferred.
A bachelor’s degree in engineering technology, biology, chemistry, physical science, environmental science, or a related degree is strongly preferred.
In lieu of a bachelor’s degree, CRW will consider candidates with a high school diploma or equivalent, plus five (5) years of experience in water/wastewater utility operations and maintenance, inspection, or code enforcement.
PA Wastewater Operator Certification is preferred.

Responsibilities

Conduct inspections, monitoring, and sampling of industrial and commercial facilities for compliance with wastewater, pretreatment, stormwater, and oil and grease requirements.
Inspect food service and automotive service establishments for compliance with CRW requirements and applicable regulations.
Investigate complaints, illicit discharges, grease-related blockages, and other potential environmental violations.
Visually inspects grease traps and grease interceptors for compliance requirements, verifies hauling records, and issues inspection reports.
Issue inspection reports, Notices of Violation, and other enforcement actions in accordance with CRW’s rules and regulations and the contributing municipal jurisdictions ordinances.
Develops, implements and maintains oil and grease prevention programs including collection sampling and customer education.
Assists in supervising and dealing with emergency environmental situations resulting from accidental spills, slug discharges, hazardous material releases, etc. as needed.
Plan checks and reviews blueprints to ensure proper sizing of fixtures and to ensure all required fixtures are connected to equipment.
Available to respond to emergency or investigative incidents occurring outside of working hours deemed to be normal & expected of this position.
