About The Position

This position is full-time, following a first shift schedule, 40 hours per week, and scheduled Monday - Friday following a hybrid work schedule. This position is in the Water Planning and Management Division, Municipal Wastewater Program. As an Environmental Analyst 1 in this Division, you will be responsible for assisting with the management of State and Federal databases with the overarching mission of water pollution control in accordance with Federal and State laws: Clean Water Act, National Pollutant Discharge Elimination System (NPDES) and Sewage-Right-to-Know (SRTK) requirements. The Department of Energy and Environmental Protection (DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. Within the Bureau of Water Protection & Land Reuse, the Water Planning and Management Division (WPMD) is responsible for implementing requirements of the federal Clean Water Act and state statutes and regulations to protect water quality and habitat, ensure public health and safety, maintain water quantity, and oversee and manage critical wastewater and dam infrastructure. The Municipal Wastewater section handles all aspects of interactions between municipalities and DEEP regarding wastewater conveyance and treatment. From planning the needed infrastructure, through design and construction oversight, to operation, maintenance, and permitting; the Municipal Wastewater section provides holistic guidance, support, and regulatory oversight related to wastewater at the municipal level.

Requirements

• Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
• College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
• A Master’s degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.

Nice To Haves

• Experience interpreting technical, regulatory, permitting or enforcement data pertaining to the environment

• Experience in managing, researching, evaluating, statistics, validating, error checking, synthesizing and preparing reports based on environmental data, statistical reports and information

Responsibilities

• Assisting with the management of environmental data, maintenance and updating of Federal and State databases such as EPA’s Central Data Exchange (CDX), Integrated Compliance Information System (ICIS) and QAlertTM, or other applicable systems in support of regulatory and programmatic responsibilities
• Assisting with creating and continuously improving standard operating procedures to support internal and external use of databases and SRTK system
• Assisting with data management, statistical evaluation, analysis, and quality assurance review of sewage bypasses, effluent quality and operational data reported by municipalities in Federal and State databases (including SRTK), and following up with external users regarding data accuracy as necessary
• Assisting with database design, table creation, integration, queries, user interface updates and improvements employing tools such as Excel, SQL, Oracle or cloud-based databases to streamline and improve internal and external user experience
• Assisting with the migration of excel-based data reporting and storage files into a modern database system
• Assisting with the development of reports based on environmental data and SRTK information suitable for public consumption adhering to regulatory requirements and within established deadlines
• Assisting with the development and deployment of training and presentations on the various databases, and environmental data collected
• Providing project task management tracking and maintaining internal and external reporting requirements
• Assisting with outreach and response to public communications and requests for information
• Performing related duties as required
