About The Position

The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is seeking an Environmental Analyst 2 to join the Bureau of Materials Management & Compliance Assurance's (MMCA) Emergency Response & Spill Prevention Division (ERSPD) in Hartford, CT. This position is within the ERSPD Prevention, Enforcement and Corrective Action’s, Licensing & Enforcement Unit. This is a 35-hour per week, first shift, full-time position with a flexible schedule available subject to approval, working Monday to Friday. A hybrid/telework option is also available. The role will focus on supporting the Release-Based Cleanup Regulations (RBCRs), approving Permitted Environmental Professional (PEP) courses and applications, providing public access to PEP lists, and approving General Permit (GP) applications for PEPs. Responsibilities also include auditing submittals for emergent reportable releases (ERRs) to ensure compliant cleanup, minimizing environmental damage and public exposure to toxic hazards, and taking office-based enforcement actions. This involves drafting and issuing enforcement actions, tracking actions to completion, researching technical responses, creating key metrics, closing out enforcement actions, assisting with electronic recordkeeping, and performing other related duties.

Requirements

Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
Education may only be substituted for a total of five (5) years.
For state employees one (1) year of experience as an Environmental Analyst 1 may be substituted for the General Experience.

Nice To Haves

Experience interpreting and applying state and federal statutes, regulations, and policies particularly those pertaining to the Release-Based Cleanup Regulations (RBCRs).
Experience communicating verbally and in writing to the regulated community, environmental professionals, the public, and government officials.
Experience interpreting and applying the Underground Storage Tank (UST) regulations, marine terminal licensing requirements, or Release Reporting Regulations (RRR).

Responsibilities

Approve Permitted Environmental Professional (PEP) courses, applications, and training materials.
Provide public access to up-to-date PEP lists.
Approve and process General Permit (GP) applications for PEPs.
Audit submittals for emergent reportable releases (ERRs) to ensure compliant cleanup.
Minimize and prevent environmental damage and public exposure to toxic hazards.
Take office-based enforcement actions, including drafting and issuing actions.
Track enforcement actions to completion.
Research and review technical responses to issued actions.
Create and track key metrics for unit operations.
Close out enforcement actions.
Assist with unit electronic recordkeeping and reporting needs.
Develop departmental, statewide, or local environment and/or emergency response plans and programs.
Research, collect, and analyze resources, data, and educational materials.
Review and analyze proposed projects for consistency with policies and statutes and assess environmental impact.
Conduct site investigations.
Prepare environmental impact statements and recommend corrective actions and alternatives.
Analyze existing state policies, statutes, plans, and regulatory programs and review pending legislation for environmental impact.
Coordinate database maintenance and disseminate information.
Assist in drafting new regulations, statutes, guidelines, and other written materials.
Assist in formulating policy options.
Provide technical consultation to local, regional, state, federal officials, and the public.
Coordinate federal grant-in-aid programs and prepare related paperwork.
Recommend enforcement actions and prepare reports.
Review and make recommendations on environmental permit requests.
Prepare publications and guidelines on environmental protection, natural resources education, and economic development issues.
Develop and implement environmental and leisure service education programs.
Testify at public hearings.
Prepare enforcement actions.
Serve as a legislative liaison.
Serve as department representative on various regulatory and advisory boards and committees.
Perform related duties as required.
