About The Position

Under supervision, to perform civil engineering work, at the beginning level, in the area of specialization indicated by the title of the class of position; and to do related work as required. This role involves assisting civil engineers or higher-ranking technicians in the inspection and documentation of construction and maintenance projects, including bridges and roads. Responsibilities include assembling data for estimates, preparing progress reports, enforcing contract specifications, performing surveying and drafting, consulting with contractors, and evaluating change requests. The position also involves materials testing, sampling, and reporting, as well as operating survey equipment and assisting in final acceptance documentation. A significant part of the role includes utilizing standardized computer software for inputting and maintaining construction project documentation, ensuring compliance with record-keeping procedures, and managing both electronic and paper-based files.

Requirements

  • Familiarity with the basic principles and practices of civil engineering applicable to the area of specialization.
  • Familiarity with the basic materials, elements and products currently used in the area of specialization.
  • Familiarity with computer software such as Microsoft Office.
  • Familiarity with field equipment, instruments, techniques and procedures applicable to the area of specialization.
  • Familiarity with and the ability to apply the basic principles of the system of measurement applicable to the area of specialization.
  • Familiarity with procedures, rules, guidelines and standards in the area of specialization.
  • Ability to read and interpret technical specifications and civil engineering plans, drawings and maps.
  • Ability to prepare clear, sound, accurate and informative reports.
  • Graduation from senior high school including or supplemented by courses in accounting, mathematics, material sciences, computer-aided drawing or related academic subjects as are required in the area of specialization.
  • At least two (2) years of employment involving the performance of construction inspection, materials testing, surveying, computer-aided drafting or recordkeeping work which required the application of some accounting principles and the preparation of accurate reports.
  • Possess and maintain a valid motor vehicle operator’s license.
  • Physically fit to perform assigned duties as evidenced by a physician’s certificate.

Responsibilities

  • Assist in the inspection and thorough documentation of all materials going into a bridge or road construction project or maintenance.
  • Assemble data for daily, weekly and monthly estimates of work accomplished under contract item.
  • Assist in the preparation of work progress reports.
  • Enforce plans, special provision contracts, detailed estimates and specifications during the construction and/or repair of a building or other project.
  • Perform surveying and drafting work.
  • Prepare topographic and profile drawings as required.
  • Consult with, and render advice to contractors and/or their representatives regarding the interpretation of plans, specifications and estimates.
  • Study and evaluate requests by contractors for changes in plans during construction.
  • Approve minor changes on projects when authority has been delegated and submit all other change requests to a superior for approval.
  • Inspect the workmanship and practices of contractors and state crews performing road and bridge construction or maintenance work.
  • Check road construction or maintenance work in process and immediately report findings contrary to plans and specifications.
  • Assist in materials testing activities, including sampling and testing of aggregates, concrete, asphalt, steel and other materials used in highway or bridge construction.
  • Prepare materials test reports.
  • Assist in materials research.
  • Operate a transit and other types of survey equipment used in locating center lines, locating curves, running horizontal and vertical angles, setting transit points, reading bearings, determining drainage areas and reading stadia.
  • Act as survey leader during absence of superior.
  • Assist a superior in the preparation of contract documentation and specifications for engineering, construction, reconstruction and maintenance of state highway and bridge projects.
  • Ensure all items in a specific contract are fulfilled according to state and federal policy and requirements.
  • Monitor preliminary engineering contracts.
  • Prepare quantity computations and cost estimates for contract proposals.
  • Assist in updating the Secondary Road Plan.
  • Review and verify final quantities used in various construction projects and ensure that all work accomplished conforms with state and federal requirements.
  • Utilize standardized computer software applications to input and maintain all documentation for construction projects.
  • Ensure that computerized records are maintained consistently in accordance with the Procedures of Uniform Record Keeping (PURK).
  • Maintain both electronic and/or paper-based documents, files, and daily engineers’ documentation reports for work performed by contractors.
  • Consolidate vital specific project data and prepare reports thereon related to item ledger sheets, other project worksheets, materials reports, and time sheets for projects.
  • Input specific data utilizing appropriate methods as it relates to the appropriate category.
  • Assist in the preparation of and enter Reports of Change, contract status, biweekly contractor invoices and progress payments, correspondence updates and other information related to the project.
  • Maintain the approved computerized construction record keeping system throughout all phases of construction activity.
  • Utilize established practices and procedures resulting in the finalization of the record keeping process for the project upon project completion.
  • Facilitate the final acceptance of the project documentation upon project completion utilizing established policies and procedures.
