About The Position

Under supervision, to perform civil engineering work, at the beginning level, in the area of specialization indicated by the title of the class of position; and to do related work as required. This role involves assisting civil engineers or higher-ranked engineering technicians in the inspection and documentation of construction materials, assembling data for estimates, preparing progress reports, enforcing contract specifications, performing surveying and drafting, consulting with contractors, and evaluating change requests. The position also includes materials testing, sampling, and research, operating survey equipment, preparing contract documentation, monitoring contracts, and maintaining computerized construction record-keeping systems.

Requirements

  • Familiarity with the basic principles and practices of civil engineering applicable to construction and maintenance.
  • Familiarity with the basic materials, elements, and products used in construction and maintenance.
  • Familiarity with computer software such as Microsoft Office.
  • Familiarity with field equipment, instruments, techniques, and procedures applicable to construction and maintenance.
  • Familiarity with and the ability to apply the basic principles of the system of measurement applicable to construction and maintenance.
  • Familiarity with procedures, rules, guidelines, and standards in construction and maintenance.
  • Ability to read and interpret technical specifications and civil engineering plans, drawings, and maps.
  • Ability to prepare clear, sound, accurate, and informative reports.
  • Graduation from senior high school including or supplemented by courses in accounting, mathematics, material sciences, computer-aided drawing, or related academic subjects.
  • At least two (2) years of employment involving the performance of construction inspection, materials testing, surveying, computer-aided drafting, or recordkeeping work which required the application of some accounting principles and the preparation of accurate reports.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Must possess and maintain a valid motor vehicle operator’s license.
  • Must be physically fit to perform assigned duties as evidenced by a physician’s certificate.

Responsibilities

  • Assist in the inspection and documentation of all materials going into a bridge or road construction project or maintenance.
  • Assemble data for daily, weekly, and monthly estimates of work accomplished under contract item.
  • Assist in the preparation of work progress reports.
  • Enforce plans, special provision contracts, detailed estimates, and specifications during construction and/or repair of buildings or other projects.
  • Perform surveying and drafting work, including preparing topographic and profile drawings.
  • Consult with and advise contractors and/or their representatives regarding the interpretation of plans, specifications, and estimates.
  • Study and evaluate contractor requests for changes in plans during construction.
  • Approve minor changes on projects when authority has been delegated and submit other change requests to a superior for approval.
  • Inspect the workmanship and practices of contractors and state crews performing road and bridge construction or maintenance work.
  • Check road construction or maintenance work in process and immediately report findings contrary to plans and specifications.
  • Assist in materials testing activities, including sampling and testing of aggregates, concrete, asphalt, steel, and other materials used in highway or bridge construction.
  • Prepare materials test reports and assist in materials research.
  • Operate transit and other survey equipment for locating center lines, curves, setting transit points, reading bearings, determining drainage areas, and reading stadia.
  • Act as survey leader during the absence of a superior.
  • Assist a superior in preparing contract documentation and specifications for engineering, construction, reconstruction, and maintenance of state highway and bridge projects.
  • Ensure all items in a specific contract are fulfilled according to state and federal policy and requirements.
  • Monitor preliminary engineering contracts.
  • Prepare quantity computations and cost estimates for contract proposals.
  • Assist in updating the Secondary Road Plan.
  • Review and verify final quantities used in various construction projects and ensure compliance with state and federal requirements.
  • Utilize standardized computer software applications to input and maintain documentation for construction projects.
  • Ensure computerized records are maintained consistently in accordance with the Procedures of Uniform Record Keeping (PURK).
  • Maintain electronic and/or paper-based documents, files, and daily engineers’ documentation reports.
  • Consolidate vital specific project data and prepare reports on item ledger sheets, worksheets, materials reports, and time sheets.
  • Input specific data utilizing appropriate methods as it relates to the appropriate category.
  • Assist in the preparation of and enter Reports of Change, contract status, biweekly contractor invoices and progress payments, correspondence updates, and other project-related information.
  • Maintain the approved computerized construction record keeping system throughout all phases of construction activity.
  • Utilize established practices and procedures for the finalization of the record keeping process upon project completion.
  • Facilitate the final acceptance of project documentation upon project completion utilizing established policies and procedures.
