About The Position

Under supervision, to perform civil engineering work, at the beginning level, in the area of specialization indicated by the title of the class of position; and to do related work as required. This role involves assisting civil engineers or higher-ranked engineering technicians in various aspects of construction and maintenance projects, including inspection, documentation, data assembly, report preparation, and ensuring compliance with plans and specifications. The position also includes tasks related to materials testing, surveying, final acceptance procedures, and maintaining construction records using standardized computer software.

Requirements

  • Familiarity with basic principles and practices of civil engineering applicable to construction and maintenance.
  • Familiarity with basic materials, elements, and products used in construction and maintenance.
  • Familiarity with computer software such as Microsoft Office.
  • Familiarity with field equipment, instruments, techniques, and procedures applicable to construction and maintenance.
  • Familiarity with and ability to apply basic principles of the system of measurement applicable to construction and maintenance.
  • Familiarity with procedures, rules, guidelines, and standards in construction and maintenance.
  • Ability to read and interpret technical specifications and civil engineering plans, drawings, and maps.
  • Ability to prepare clear, sound, accurate, and informative reports.
  • Graduation from senior high school including or supplemented by courses in accounting, mathematics, material sciences, computer-aided drawing or related academic subjects.
  • At least two (2) years of employment involving construction inspection, materials testing, surveying, computer-aided drafting, or recordkeeping work requiring the application of accounting principles and report preparation.
  • Must possess and maintain a valid motor vehicle operator’s license.
  • Must be physically fit to perform assigned duties as evidenced by a physician’s certificate.

Responsibilities

  • Assist in the inspection and documentation of materials for bridge or road construction/maintenance projects.
  • Assemble data for estimates of work accomplished and assist in preparing work progress reports.
  • Enforce plans, special provisions, estimates, and specifications during construction and/or repair.
  • Perform surveying and drafting work, including topographic and profile drawings.
  • Consult with contractors regarding interpretation of plans, specifications, and estimates.
  • Study and evaluate contractor requests for changes in plans, approving minor changes and submitting others for superior approval.
  • Inspect workmanship and practices of contractors and state crews performing road and bridge construction or maintenance.
  • Check road construction or maintenance work in progress and report findings contrary to plans and specifications.
  • Assist in materials testing activities, including sampling and testing of aggregates, concrete, asphalt, and steel.
  • Prepare materials test reports and assist in materials research.
  • Operate transit and other survey equipment for locating and measuring.
  • Act as survey leader during the absence of a superior.
  • Assist in preparing contract documentation and specifications for state highway and bridge projects.
  • Ensure fulfillment of all contract items according to state and federal policy.
  • Monitor preliminary engineering contracts.
  • Prepare quantity computations and cost estimates for contract proposals.
  • Assist in updating the Secondary Road Plan.
  • Review and verify final quantities for construction projects and ensure conformity with state and federal requirements.
  • Utilize standardized computer software to input and maintain construction project documentation.
  • Ensure computerized records are maintained consistently with the Procedures of Uniform Record Keeping (PURK).
  • Maintain electronic and/or paper-based documents, files, and daily engineers’ documentation reports.
  • Consolidate project data and prepare reports on item ledger sheets, worksheets, materials reports, and time sheets.
  • Input specific data utilizing appropriate methods.
  • Assist in the preparation and entry of Reports of Change, contract status, biweekly contractor invoices, progress payments, and correspondence updates.
  • Maintain the approved computerized construction record keeping system throughout all phases of construction.
  • Utilize established practices and procedures for the finalization of the record keeping process upon project completion.
  • Facilitate the final acceptance of project documentation upon project completion.
