About The Position

This position performs technical work associated with environmental compliance, including monitoring air quality, landfill gas, surface runoff, groundwater, and leachate for adherence to applicable regulations and permits issued by the Environmental Protection Agency (EPA), the Alaska Department of Environmental Conservation (ADEC), the Anchorage Water and Wastewater Utility and other agencies. This position plays a critical role in ensuring that SWS meets its environmental compliance obligations while supporting the effective operation of its disposal facilities. Strong organizational, analytical, and communication skills are essential for success in this role. This position supports contracts that take hazardous household waste (HHW) and gathers data from customers for compliance with internal policy and procedures surrounding contaminated soils and asbestos containing material that is reported to internal personnel. The work associated with this position covers many aspects of transfer and landfill operations at several facilities within the Municipality of Anchorage with the daily reporting duty station at Anchorage Regional Landfill located in Eagle River.

Requirements

  • High school diploma, GED, or equivalent and seven (7) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, code enforcement, and/or a related field and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
  • OR Associate’s degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department and five (5) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
  • OR Bachelor’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department and three (3) years of experience in one or more of the following fields: drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and/or code enforcement and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
  • OR Master’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department and at least one (1) year of experience as an Engineering Technician III level with the Municipality or the equivalent elsewhere.
  • Valid State of Alaska Driver's License with satisfactory FULL driving record.
  • Satisfactory background check which includes criminal, education, and employment history at time of hire.

  • Resource Conservation and Recovery Act (RCRA) Landfill restriction, Managing used Oil, and Hazardous Waste Manifest training
  • OSHA 29 CFR 1910 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER).
