About The Position

This position manages and coordinates tasks or components within Planning for large construction, maintenance, or rehabilitation projects for City infrastructure and facilities supporting overall project management. Work involves identifying needed water projects; and updating records after field inspections and sending results to geographic information system (GIS). This position handles more routine projects of short duration, may perform engineering tasks, and oversees third party contracts.

Requirements

  • Bachelor’s degree in engineering, construction management, or a directly related field from an accredited school.
  • One (1) year of directly related work experience in design or technical planning experience demonstrating responsibility for the coordination of tasks in civil engineering or municipal capital improvement projects.
  • Requires valid driver’s license.

Responsibilities

  • Coordinates and manages specific tasks related to assigned component(s) at various stages of a project (identification, planning, or design); works closely with others on projects and related programs to ensure tasks fit into overall project; ensures timely and quality completion; and monitors progress.
  • Oversees contracted third-party service providers to ensure timely and quality delivery of services; inspects completed work to ensure compliance with contracts; works to resolve problems; and monitors and ensures compliance.
  • Conducts field inspections and tests: Operates Hydrants for fire flow testing; install/ uninstall pressure monitoring equipment in the distribution system; operates distribution system valving for verification/ test set-up; conducts water quality testing for Chlorine and Turbidity.
  • Prepares, receives, and reviews engineering plans and designs pertaining to projects.
  • Reviews and verifies information provided by consultants to Charlotte Water Project Managers related to modeling, testing, planning, and engineering studies in support of project analysis and design; and reviews and verifies engineering hydraulic calculations.
  • Provides technical support to project management teams and those in the field; complies and analyzes data needed to monitor project scope/design and work orders related to assignments.
  • Analyzes distribution system capacity for proposed system connections as part of the capacity review process.
  • Performs engineering analysis, troubleshooting, and preliminary design of distribution systems.
  • Utilizes computer based hydraulic models for water system analysis.
  • Assists with development of the Community Investment Program (CIP) and the development of individual CIP project descriptions and cost estimates.
  • Monitors and analyzes distribution system pressure data.
  • Assists project managers with public outreach; attends public meetings; solicits input and feedback; develops press releases and public materials.
  • Communicates with internal and external customers; participates in related internal meetings; provides information to project management; reviews and resolves problems; and recommends improvements.
  • Assists with data compilation and regulatory reporting functions; facilitates adherence to reporting requirements.
  • Reviews as-built information during field investigations.
  • Attends meetings; meets general training requirements.
  • Performs other related job duties as assigned.
