About The Position

Performs complex professional engineering work in planning, investigation, and analysis for traffic/transportation related issues; communicates with elected officials, developers, contractors, and other community members on transportation related matters. Work is performed under the general direction of the Director of Engineering. Full supervision is exercised over the Engineering Technician.

Requirements

  • Knowledge of the core principles of transportation/traffic engineering.
  • Thorough knowledge of the principles, practices, methods and equipment related to transportation and traffic engineering, including design and safety survey and analysis methods.
  • Thorough knowledge of federal, state and local laws governing vehicular movements.
  • Thorough knowledge of the geography of the Town.
  • Ability to adapt both local and State analysis and design criteria to a variety of geometric and traffic control improvement plans.
  • Ability to operate computer software, including AutoCad, Microstation, Synchro, and ArcMap.
  • Ability to communicate effectively with diverse audiences.
  • Ability to plan, organize and direct the work of subordinate employees.
  • Ability to communicate technical ideas effectively, both orally and in writing.
  • Ability to prepare and present technical reports.
  • Ability to establish and maintain effective working relationships with Town officials, other public officials and representatives, associates, consultants, and the general public.
  • Bachelor's degree with coursework in civil engineering, traffic engineering, or related field and 7 to 10 years of experience in transportation design and traffic analysis.
  • Or a combination of training and experience that provides the required knowledge, abilities, and skills to complete the essential functions and job responsibilities of this position.
  • Possession of an appropriate driver's license valid in the State of North Carolina.
  • Registration as a Professional Engineer in the state of North Carolina or ability to obtain within 6 months.

Nice To Haves

  • Experience supervising others is preferred.
  • Professional Traffic Operations Engineer (PTOE) and/or Road Safety Professional (RSP) a plus.

Responsibilities

  • Conducts traffic study determinations, scopes and reviews traffic impact analyses, and coordinates with Town board, planning department, and North Carolina Department of Transportation relating to traffic studies.
  • Performs or reviews traffic analysis for intersections and roadways for CIP or potential projects.
  • Designs and reviews traffic signal plans, pavement marking/signage plans, work zone traffic control plans for compliance with standards.
  • Reviews traffic signal retiming plans.
  • Reviews, performs site visits, and responds to requests for traffic calming measures, roadway signage, pavement markings.
  • Reviews and proposes needed updates to Ordinances and Manuals relating to traffic and transportation related items.
  • Reviews Police Department reports of high crash areas, collaborates with Police to address issues and incorporate solutions; monitor, evaluate, and adjust as needed.
  • Researches and incorporates new technologies in transportation and traffic engineering.
  • Applies professional engineering principles and quantitative analysis to perform technical and detailed work.
  • Independently manages the delivery of professional services to many internal and external customers and demonstrates strong organizational skills to effectively manage multiple assignments.
  • Provides reports to the Mayor and Town Board regarding traffic issues as needed.
  • Answers transportation-related questions for developers; answers citizen inquiries for traffic related issues.
  • Attends public meetings to discuss traffic and/or transportation issues as needed.
  • Reviews and manages collection of infrastructure for compliance with ADA, PROWAG, and other standards.
  • Allocates, overseas, and directs supporting staff; assigns and schedules work; makes recommendations regarding salary increases, discipline and termination; conducts employee performance evaluations.
  • Performs other duties as assigned.
