About The Position

This position is part of a four-level engineering series, with incumbents performing assigned engineering tasks. Responsibilities vary by level but generally include identifying and addressing issues in utility systems and public works infrastructure, conducting field reconnaissance, surveys, and testing, performing engineering calculations and hydraulic modeling, analyzing data, preparing reports, reviewing plans, and inspecting construction for compliance. Higher levels involve more complex design, project management, oversight of lower-level employees, and budget development recommendations. The incumbent will be hired at the highest skill level met based on education, experience, and licensing.

Requirements

  • Bachelor's degree in civil engineering or a related field from an ABET accredited program.
  • Possession of a valid Class D driver’s license.
  • Engineer Intern Certification (EIT) (for Engineer I and II).
  • Two (2) years of engineering experience (for Engineer II).
  • Three (3) years of professional engineering experience (for Senior Engineer).
  • Tennessee Professional Engineer (PE) License (for Engineer III and Senior Engineer).
  • Knowledge of civil engineering principles and practices.
  • Knowledge of public works construction principles and methods.
  • Knowledge of public works design, operation, and maintenance principles and methods.
  • Knowledge of mathematical and statistical principles.
  • Knowledge of applicable Federal, State, and local laws, rules, regulations, and ordinances.
  • Knowledge of data and recordkeeping principles.
  • Knowledge of budgeting principles.
  • Knowledge of customer service principles.
  • Knowledge of computers and related software applications.
  • Skill in applying civil engineering principles and practices.
  • Skill in reading and comprehending drawings, designs, improvement plans, and specifications.
  • Skill in preparing, presenting, and maintaining technical reports and records.

Responsibilities

  • Perform engineering assessments, including identification, evaluation, and resolution of utility system issues.
  • Review, analyze, and interpret data, which may include determining data collection needs, performing field reconnaissance, surveys, operational record review, and testing.
  • Perform engineering calculations, computer modeling, and other technical assessments.
  • Determine root causes and deliver alternative solutions with pros and cons, including schedule and budget considerations.
  • Prepare written reports and present findings.
  • Assist in or be in responsible charge of the design of public works infrastructure improvements.
  • Review and approve construction plans to ensure compliance with design criteria and City standards.
  • Observe and inspect public works infrastructure construction to ensure compliance with approved plans and specifications.
  • Participate in equipment, process, and system startups and review/approve test reports and performance data.
  • Manage and coordinate design and construction projects under contract with the City, including responding to data requests, reviewing change orders, participating in progress meetings, monitoring schedule and budget, and reviewing deliverables and invoices.
  • Provide recommendations for the development of the capital budget.
  • Oversee, review, and approve the work of lower-level employees (at higher levels).
  • Determine project scope, budget, and schedule (at Senior Engineer level).
  • Develop and implement computer models of utility systems (at Senior Engineer level).
  • Prepare, review, and approve a variety of operational records and reports.
