About The Position

HII Mission Technologies seeks an experienced RF engineering and electromagnetic spectrum professional to support AFLCMC Fighters/Bombers at Tinker AFB in Oklahoma City through the DTIC Information Analysis Center Multiple Award Contract. The role supports B-52 weapon-system modernization and sustainment by providing spectrum engineering, test management, technical analysis, and acquisition support. Work spans spectrum management and certification, RF analysis, EMC/EMI, electromagnetic environmental effects (E3), and test and evaluation for airborne and ground systems, avionics, communications, radar, electronic warfare, weapon systems, and other spectrum-dependent technologies. The position follows a hybrid schedule with at least three days per week on-site in a military/government executive program office, collaborating with program managers, engineers, test organizations, laboratories, original equipment manufacturers, contractors, and acquisition stakeholders. Travel may be required up to 20% to support integration, laboratory, ground, and platform test activities. The role serves as a technical lead and advisor for complex RF, spectrum, EMC/EMI, and E3 efforts. It requires independent resolution of ambiguous requirements, coordination of spectrum and test activities, ownership of critical deliverables, and advice to government customers and senior leaders. Recommendations should balance mission effectiveness, technical risk, cost, schedule, certification, test results, and acquisition objectives.

Requirements

  • Relevant experience: 9 years with a bachelor's degree in a related field; 7 years with a master's degree in a related field; 4 years with a Ph.D. or Juris Doctorate in a related field; or 13 years with a high school diploma or equivalent.
  • Active Secret clearance and ability to obtain and maintain a TS/SCI clearance.
  • Demonstrated DoD spectrum-management experience, including Equipment Spectrum Certification, frequency assignments, spectrum supportability, SSRA development, interference analysis, and spectrum coordination.
  • Comprehensive knowledge of NTIA spectrum regulations, policies, allocations, and processes.
  • Working knowledge of ITU Radio Regulations, applicable FCC requirements, Spectrum XXI, EL-CID/EL-CID Online, spectrum analysis, equipment certification, and frequency-assignment processes.
  • Hands-on experience conducting, coordinating, or supporting RF testing and EMC/EMI or E3 testing of airborne and/or ground systems.
  • Knowledge of MIL-STD-461, MIL-STD-464, HERP, HERF, HERO, and HEMP.
  • Experience developing test plans, procedures, technical analyses, SSRAs, risk assessments, and post-test reports.
  • Demonstrated critical thinking, complex problem solving, accountability, technical ownership, and strong written and verbal communication.

Nice To Haves

  • Completion of a recognized military or federal electromagnetic spectrum management training program, such as the Army Electromagnetic Spectrum Manager Course, Navy Fleet Spectrum Manager Course, Spectrum Operations Apprentice Course (SOAC), Interservice Radio Frequency Management School (IRFMS), NTIA Federal Spectrum Management Course, or equivalent formal training.
  • Bachelor's or master's degree in electrical engineering, systems engineering, aerospace engineering, physics, telecommunications, RF engineering, or a related technical discipline.
  • Experience supporting Air Force or AFLCMC acquisition programs, military operations, and/or other military acquisition programs.
  • Experience with developmental, operational, flight, ground, or system-integration testing.
  • Experience with GEMSIS, JIST, JSMPS, RF test equipment, TEMPEST, AIMS/IFF certification, radar, electronic warfare, SATCOM, avionics, or other spectrum-dependent mission systems.

Responsibilities

  • Lead DoD electromagnetic spectrum management and spectrum supportability activities throughout system development, integration, testing, fielding, and sustainment.
  • Manage Equipment Spectrum Certification (ESC) and develop, review, and coordinate Requests for Frequency Assignment (RFA) for developmental, test, training, and operational requirements.
  • Apply NTIA spectrum regulations and frequency allocations, ITU Radio Regulations, applicable FCC requirements, and DoD spectrum-management processes to spectrum-dependent systems.
  • Perform RF spectrum, compatibility, and interference analysis using Spectrum XXI, EL-CID/EL-CID Online, and other applicable spectrum-management and analysis capabilities.
  • Develop and maintain Spectrum Supportability Risk Assessments (SSRAs) addressing regulatory, technical, operational, EMC/EMI, and E3 risks and mitigation strategies.
  • Plan, coordinate, conduct, and evaluate RF, EMC/EMI, and E3 laboratory, ground, and platform testing in accordance with applicable requirements, including MIL-STD-461 and MIL-STD-464.
  • Assess electromagnetic hazards and effects, including HERP, HERF, HERO, HEMP, interference, compatibility, and other E3 considerations.
  • Develop test strategies, plans, procedures, technical analyses, risk assessments, and post-test reports; evaluate results and develop technically defensible corrective actions and recommendations.
  • Lead technical discussions and advise program managers and senior leaders on alternatives balancing mission effectiveness, spectrum supportability, technical risk, cost, schedule, test results, and acquisition objectives.
  • Serve as a technical lead and advisor for complex RF, spectrum, EMC/EMI, and E3 efforts; independently resolve ambiguous requirements, coordinate spectrum and test activities, and retain ownership of critical deliverables.
  • Advise government customers and senior leaders with defensible recommendations that balance mission effectiveness, technical risk, cost, schedule, certification, and acquisition objectives.
