About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.

Requirements

  • Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
  • A valid driver's license is required.

  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Responsibilities

  • Review, confer, and negotiate the terms and conditions contained in the permits he/she will write, specifically those permits that are issued under the authority given in 15A NCAC 02Q .0500 (Federal Operating Permit Program delegated to NC) and PSD (02D .0530) (Federal Preconstruction Permit Program delegated to NC) as well as 02Q .0300 (Federally approved State Permitting Program).
  • Attending pre-application meetings and making environmental certification recommendations for industrial and pollution control revenue bonds, performing special environmental studies, and reviewing and commenting on miscellaneous environmental documents including Federal guidance and proposed rules.
  • Review Notices of Intent to Construct (NOIs) for facilities that wish to expedite the building of a project prior to receiving an air permit to operate the project.
  • Participate in applicable determinations to help facilities determine the possible regulatory requirements of proposed changes or modifications prior to application submittals (if required).
  • Participate in applicable NAA-NSR/PSD Pre-application Meetings prior to the submittal of New Source Review Permit applications for proposed projects to help ensure that the proper procedures and regulations are being followed.
  • Participate in various internal DAQ Workgroups for continuous job-related training, as required.
  • Update events, ESM, and Documents Modules in IBEAM to track the progress and completion of projects that have been submitted to the DAQ for evaluation and review (as required).
  • Participate in at least two facility inspections (accompanying the Site inspector from the Regional Office) per review cycle.
  • Answer miscellaneous questions from the regulated community and public, as necessary, or refer comments to the appropriate party(ies), such as the Public Information Officer for response.
