About The Position

The Engineer II is responsible for performing engineering duties in planning, design and oversight of construction and maintenance of Quadvest water and sewer facilities. This role involves assisting senior engineers, preparing designs, recommending methods for water/sewer conveyance, coordinating construction projects, reviewing development plans, and performing technical work on system modeling and planning studies. The position also supports business development, estimates project feasibility, ensures regulatory compliance, and creates technical reports for governmental entities.

Requirements

  • Bachelor’s Degree in Engineering or Environmental or another related discipline.
  • EIT or PE License or ability to obtain within 1 year.
  • At least 2-4 years of utility design experience.
  • Knowledge of TCEQ rules and regulations associated with water and sewer utility facilities.
  • Experience in the development and administration of project, operating and capital budgets.
  • Excellent interpersonal, communication (written and oral), teamwork, leadership, and organizational skills.
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Proficient computer skills, including Outlook, MSWord, MS Excel and AutoCAD.
  • Ability to see 20-20 when corrected.
  • Light physical activity performing non-strenuous daily activities of a clerical nature.
  • Manual dexterity sufficient to reach/handle items and work with the fingers.

Nice To Haves

  • Prefer B.S. in Civil Engineering.
  • Prefer related experience in utility construction, utility engineering or plant/operations.
  • Prefer related experience in the planning and management of water/sewer lines and related infrastructure facilities.

Responsibilities

  • Assist senior engineer with planning and defining scope of engineering projects.
  • Prepare design calculations, drawings, and specifications for Quadvest water and wastewater systems with limited supervision.
  • Recommend methods for the conveyance of water/sewer, including distribution lines, force mains, pump stations, gravity sewers, and lift stations.
  • Coordinate implementation of assigned construction projects; monitor progress, analyze problems, recognize solutions, and review recommendations by Quadvest Operations and contractors.
  • Review development plans and specifications applications for compliance with applicable Quadvest standards and TCEQ regulations.
  • Perform and manage technical work on water and wastewater system modeling and planning studies: Capital Expenditures (CAPEX) planning, evaluating water system water quality, planning water and wastewater collection systems, analyzing historical demands/flows and preparing future demand/flow projections, Pumping and storage capacity analyses, financial analyses and projections.
  • Support marketing and business development activities related to water and wastewater system planning for new developments.
  • Estimate quantities and cost of material, equipment, or labor to determine project feasibility for new developments.
  • Ensure compliance with applicable regulatory requirements.
  • Work effectively with minimal supervision.
  • Create and edit technical and design reports for submittals to appropriate jurisdictions.
  • Coordinate with governmental entities regarding project submittals.
  • Effectively communicate with Management, Customer Service and Operations on upcoming and approved construction projects.
  • Effectively prioritize construction milestones with Quadvest operations and developer deliverables.
  • Effectively advise management on regulatory issues.
