About The Position

This benchmark is intended to be used by companies that have generic classifications engaged in research and/or product development encompassing primarily one or more of the following engineering disciplines: electronics, electrical, mechanical, and/or chemical. The position is in the O49 Facility Program Management Office. Selected candidate will be responsible for leading shipbuilding teams and Facilities Value Streams in defining project goals and requirements. They will create documents that articulate these goals and requirements and serve as the basis of design for the projects. The candidate will guide the project team in defining the project delivery process best suited for a particular project and ensure compliance with best industry practices in the consultant and constructor selection process. They will also administer conceptual design and estimation efforts through the use of specialized consultants and monitor and review design documents for compliance with project goals and requirements.

Requirements

  • Bachelor's Degree in engineering from an ABET accredited program.
  • 9 years of relevant exempt experience with a Bachelor's Degree.
  • 7 years of relevant professional experience with a Master's Degree.
  • 4 years of experience with a Ph.D.
  • Project management skills.
  • Systems engineering skills.

  • Familiarity with requirements management principles.
  • Familiarity with configuration management principles.
  • Familiarity with risk management principles.
  • Effective communication skills.

  • Extensive experience in creating documents that clearly and creatively convey concepts, expectations, and schedules, and serve as the foundation for coordinating teams in project execution.

Nice To Haves

  • Experience in the project development process - from initial concept through conceptual design, design development, and working drawing development.
  • Familiarity with submarine and/or aircraft carrier construction, overhaul, fleet support and/or manufacturing.
  • Professional Engineering License - VA

Responsibilities
