Energy Marshal

M.C. Dean, Inc•Caroline County , MD

About The Position

The Energy Marshal serves as the technical authority for on-site electrical operations involving large-scale mission-critical mechanical, electrical, and plumbing (MEP) systems. The role supports continuous datacenter operations and is responsible for managing the site’s electrical energy isolation program, ensuring that activities follow established policies and procedures and that safe working conditions are in place for construction, commissioning, maintenance, and operations activities. The Energy Marshal works with construction and commissioning teams and other stakeholders to safely test and validate MEP systems, coordinate energizations and de-energizations, oversee major commissioning and energy-isolation activities, and advance electrical safety practices. The role also implements the site-specific Electrical Safety Plan, develops risk assessments for near-energized work, coordinates lockout/tagout (LOTO) and outage requests, and trains employees on energy-isolation procedures and competency. The position requires leadership in high-pressure environments, detailed knowledge of electrical distribution and safety practices, and regular coordination with commissioning teams and jobsite stakeholders.

Requirements

  • High school diploma or GED and 10+ years of applicable experience in industrial or commercial field engineering in mission-critical facilities and electrical infrastructure.
  • In-depth knowledge of medium-voltage (>1,000 V) and low-voltage (<1,000 V) power distribution sequences of operation.
  • Understanding of how to isolate potential energy sources, including potential backfeeds, and perform absence-of-voltage verifications.
  • NFPA 70E knowledge and certification.
  • Hands-on experience with startups, LOTO, and absence-of-voltage verification.
  • Electrical-field leadership experience, preferably overseeing commissioning.
  • Ability to make decisions in high-pressure environments with condensed schedules.
  • Knowledge of construction techniques, terminology, and documentation, including the ability to interpret blueprints, electrical one-lines, and construction drawings.
  • Ability to work with computer screens for extended periods and sit for extended periods.
  • Ability to reach by extending hands or arms in any direction and use finger dexterity to manipulate objects, such as a keyboard.
  • Ability to listen to and understand spoken information, communicate verbally so others understand, and read and understand written information.
  • Ability to apply general rules to specific problems and identify and understand another person’s speech.

Nice To Haves

  • Strong experience operating and maintaining building MEP systems, including power distribution, lighting, grounding, fire alarm, security, life safety, and controls systems.
  • Experience working with battery-backed-up and generator systems.

Responsibilities

  • Manage the site electrical energy isolation program for MEP energy and ensure related activities follow established policies and procedures.
  • Review procedures, job hazard analyses, permits, and other documentation, and audit the electrical energy program for construction, commissioning, maintenance, and operations activities.
  • Work with construction and commissioning teams and other stakeholders to establish safe conditions for testing and validating MEP system installation, operation, and performance.
  • Coordinate electrical energizations and de-energizations with other energy marshals and stakeholders.
  • Lead pre-energization and energization kickoff meetings before first-of-kind equipment or system energizations.
  • Understand the commissioning plan of record and specifications as they relate to equipment energization at the jobsite.
  • Advance electrical safety improvements for the jobsite and future designs.
  • Implement the site-specific Electrical Safety Plan.
  • Review near-energized-work scenarios and develop risk assessments to determine safe work practices in energized environments.
  • Provide field oversight during major commissioning or energy-isolation activities, including first-of-kind activities, MOPs, medium-voltage operations, and work affecting turned-over spaces.
  • Coordinate daily operations with the Commissioning Team Cx Lead.
  • Participate in Safety LOTO inspections and audits.
  • Coordinate LOTO and outage requests with M.C. Dean Safety, the general contractor, the client, and affected vendors and subcontractors.
  • Coordinate energization requirements and potential impacts to the jobsite commissioning schedule.
  • Coordinate access and egress for access-controlled areas.
  • Train new and existing employees in energy-isolation processes and procedures, and verify LOTO competency by equipment type.
  • Attend daily commissioning meetings and weekly jobsite all-hands meetings.
  • Develop, review, and approve LOTO permits.
  • Lead and attend M.C. Dean operational risk management (ORM) safety briefs with the commissioning team and vendors.
  • Ensure PPE, tools, and equipment are suitable for use.
