About The Position

Nebraska DHHS is seeking an Emergency Medical Services Program Manager for its Public Health Division. The Emergency Medical Services (EMS) Program Manager is responsible for directing, overseeing, and managing statewide Emergency Medical Services Licensing and Education & Compliance programs. This role ensures the delivery of high quality regulatory, educational, and compliance services that uphold statewide EMS standards and protect public health and safety. Providing leadership for program operations, developing staff, administering licensure and regulatory activities and serving as a key liaison with internal and external EMS stakeholders is how this position helps the Public Health Division achieve its mission: A Healthy and Safe Nebraska--Everyone, Everywhere, Every Day. The location for this position is statewide subject to office space availability at the time of the offer.

Requirements

  • Coursework/training in public administration, health sciences and experience in an agency organization with responsibility for planning, implementation, budgeting, monitoring, evaluating, and marketing a program or service.
  • Valid Driver's License
  • Knowledge of program planning, implementation, budget, monitoring, and evaluation.
  • Knowledge of Nebraska related EMS statues and regulations
  • Knowledge of EMS Scope of Practice standards and EMS educational standards
  • Knowledge of financial management and procurement processes
  • Skill in supervision, coaching, and managing staff
  • Skill in program management includes interpreting and applying statutes, regulations and policies.
  • Skill in communications with internal and external stakeholders include drafting all forms of communication, public speaking and presenting.

Nice To Haves

  • Minimum of 3 years’ experience as an EMS Provider (EMT, AEMT, or Paramedic)
  • Minimum of 3 years’ experience in EMS education/instruction
  • EMS administration, education standards, both national and state, a plus.

Responsibilities

  • Direct, oversee, and manage the EMS Licensing and EMS Education & Compliance programs, ensuring high‑quality service delivery across distinct and complex areas of EMS regulation.
  • Supervise program staff, provide coaching, distribute workload, and conduct performance evaluations.
  • Develop goals, manage staffing actions, and ensure operational efficiency in all functional areas.
  • Administer licensing for EMS providers, instructors, training agencies, and EMS services; evaluate applications and determine licensure eligibility.
  • Ensure compliance with the Emergency Medical Services Practice Act, Uniform Credential Act, Mandatory Reporting Act, Opens Meeting Act, and Title 172 Chapter 9, 10, 11, 12, and 13 of regulations.
  • Perform audits to validate continuing competency requirements and maintain regulatory integrity.
  • Interpret and apply complex EMS scope‑of‑practice standards.
  • Oversee statewide EMS educational initiatives including psychomotor skills testing, VR‑based training, and high‑fidelity simulation systems.
  • Ensure training agencies comply with state regulations and oversee instructor development.
  • Administer tuition, continuing education, specialty course, and conference reimbursement programs.
  • Develop, monitor, and manage budgets.
  • Ensure funds are allocated appropriately, expenses meet statutory and program goals, and all financial reporting requirements are met.
  • Serve as a liaison with state and federal agencies, EMS associations, accreditation organizations, and other stakeholders.
  • Provide guidance and subject matter expertise.
  • Draft, negotiate, establish scopes of work, deliverables, payment structures, procurement requirements, and manage contracts.
  • Develop and update internal processes, procedures, and standard work documents.
  • Prepare disciplinary documents, collaborate with legal counsel, and testify during administrative hearings.
  • Respond to public records requests with proper review.
