About The Position

The current vacancies are permanent full-time and temporary full-time positions with the Department of Labor & Industrial Relations. Level IV: Salary: $5527 to $6728 per month (SR-22, Step D to I). Level V: Salary: $6,221 to $7,568 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors. This recruitment will be used to establish a list of qualified candidates to fill current permanent full-time and temporary full-time vacancies, and may be used to fill future vacancies as they occur. Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force. Requirements

  • Graduation from an accredited four (4) year college or university with a bachelor's degree.
  • For Level IV: Two and one-half (2 1/2) years of progressively responsible professional work experience in one or a combination of Type A or Type B experience.
  • For Level V: Three and one-half (3 & 1/2) years of progressively responsible professional work experience in one or a combination of Type A or Type B experience.
  • Type A: Progressively responsible full-time experience in the field of employment service, personnel administration OR related fields which involved one OR more of the following duties and responsibilities: 1) Obtaining applications for employment and assessing applicants' qualifications in terms of skills, knowledge, suitability for employment or employment training; OR 2) Determining job content and requirements; OR 3) Developing methods and techniques for the improvement of personnel or employment programs; and 4) referring applicants to suitable jobs. This experience must have provided applicants with knowledge of various kinds of occupations and occupational requirements, employment interviewing OR counseling, OR personnel management principles, practices, and techniques.
  • Type B: Progressively responsible professional experience in the field of social work or related fields which involved assisting youths or adults with personal, social and emotional problems toward their resolution. This experience must have involved counseling or guidance in situations where youths or adults had moderately difficult to difficult problems of grasping or understanding the nature of their problems, choosing between various courses of action possible, adjusting to environmental conditions and/or acquiring or sustaining proper motivation.
  • For Level IV: Applicants must have had one (1) year of experience comparable to the next lower Employment Service Specialist Level III in the State service.
  • For Level V: Applicants must have had either one (1) year of experience comparable to the Employment Service Specialist Level IV, OR two (2) years of experience comparable to the second lower level (Employment Service Specialist III) in the State service.
  • Applicants for Employment Service Specialist IV and V positions that supervise must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exists; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or favorable appraisals by a supervisor indicating the possession of supervisory potential.

Responsibilities

  • Plans, organizes, directs, manages and controls the employment service activities of an extensively organized office where the work is so intense as to require two levels of subordinate supervisors; or plans and supervises the development, evaluation and planning functions for a major employment service program requiring the assistance of lower-level journeyman program specialists; and performs other related duties as assigned.
