About The Position

The Department of Citywide Administrative Services (DCAS) aims to make city government work effectively for all New Yorkers. DCAS manages iconic city buildings, purchases over $1 billion in goods and services annually for more than 80 agencies, and plays a crucial role in the daily operations of New York City. The agency is committed to equity, effectiveness, and sustainability, providing essential resources such as recruiting, hiring, and training employees, managing public buildings, acquiring and leasing property, purchasing goods and services, overseeing a green municipal fleet, and leading efforts to reduce carbon emissions from government operations. The Employee Relations unit administers employee wellness programs, manages performance for non-managerial employees, and develops programs to improve employee engagement and quality of work life. The unit also provides professional, discrete counsel on DCAS policies and procedures, workplace issues, and assists with employee onboarding and offboarding. This specific position will directly support the agency's workforce and Employee Relations initiatives by providing administrative and employee-facing support in areas such as recruitment, onboarding, performance management, employee engagement, offboarding, benefits, and HR operations. Filling this role is critical due to current staffing constraints, ensuring the team can meet operational demands, deliver employee programs, and support agency objectives for employee onboarding, development, engagement, and retention.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above.

Responsibilities

  • Assist in the design, coordination, and implementation of employee wellness initiatives and programs.
  • Promote and coordinate wellness and engagement events.
  • Providing DCAS employees with information pertaining to health benefits/coverage, insurance, payroll, union coverage, retirement, deferred compensation and agency rules and regulations.
  • Maintain spreadsheets to track wellness program, employee participation, program outcomes, and participant feedback.
  • Assist with coordinating and facilitating workplace mediation conversations, and guidance to DCAS employees.
  • Manage and monitor the employee relations inbox and other shared inbox.
  • Scheduling and conducting new hire orientations.
  • Manage and track performance management.
  • Monitor offboarding process for separating employees.
  • Preparing job vacancy notices, and recruitment ads.
  • Data entry for various types of transactions into NYCAPS and generating various HR reports.
  • Performing specific research on HR operational issues as requested and provide advice, assistance, and follow up.
