About The Position

The City of Anaheim Human Resources Department is seeking a dynamic professional who thrives in a fast-paced environment and has a passion about employee and labor relations. The Employee Relations Analyst will possess an understanding of labor relations, as well as classification and compensation, including experience in collective bargaining negotiations and labor cost analysis. In addition, this position will perform a variety of employee relations functions, including employee performance management, misconduct and disciplinary investigations, leave administration, Americans with Disabilities Act (ADA) interactive process administration, and Equal Employment Opportunity (EEO) compliance. Ideal candidates will possess: Municipal or public sector experience is highly desirable. Knowledge of public sector labor relations, including collective bargaining, contract interpretation, and grievance administration is desirable. Classification and compensation experience is desirable. Experience conducting and managing workplace investigations is desirable. Knowledge of California employment laws and regulations affecting public agencies. Strong project management and interpersonal skills.

Requirements

  • One (1) year of professional level human resources experience, with experience in employee relations preferred (Employee Relations Analyst I); or three (3) years of increasingly responsible professional human resources experience, including experience in employee relations (Employee Relations Analyst II).
  • A Bachelor's degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field is also required.
  • An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
  • Knowledge of operations and activities of human resources programs and services; recruitment and selection, benefits administration, training and development, and related functions of in a public sector environment.
  • Knowledge of modern trends and legal issues in the field of human resource management.
  • Knowledge of applicable Federal and State benefits and employment laws and regulations, including PERL, COBRA, HIPAA, and IRC benefits administration codes.
  • Knowledge of methods and techniques of research and analysis of personnel administration and statistical measurements.
  • Knowledge of adult learning theory and practices; instructional design and curriculum development; needs assessment and course evaluation techniques; organizational development intervention strategies and evaluation techniques; facilitation techniques.
  • Knowledge of basic principles and procedures of record keeping.
  • Knowledge of business letter writing and report preparation.
  • Knowledge of principles and practices of customer service.
  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications.
  • Knowledge of pertinent laws, codes, and regulations.
  • Ability to perform professional, technical and analytical human resources administration work.
  • Ability to make independent decisions.
  • Ability to collect, compile, and analyze information and data.
  • Ability to understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations.
  • Ability to plan, develop and facilitate a variety of development programs, courses, and seminars.
  • Ability to present training programs and classes.
  • Ability to prepare clear, concise and accurate reports, memoranda, and related written communications.
  • Ability to support City departments with coaching, consulting and development interventions.
  • Ability to understand the organization and operation of the City and outside agencies as related to the personnel function.
  • Ability to effectively use job advertising sources, methods, and techniques.
  • Ability to respond to personnel related requests and inquiries from City employees and the general public.
  • Ability to plan and organize work to meet changing priorities and deadlines.
  • Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Ability to use applicant tracking software.
  • Ability to respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Possession of an appropriate, valid driver's license.
