This position is located in FEMA Region One’s Response Division in Maynard, Massachusetts. The Emergency Management Specialist serves as a senior-level advisor to regional response staff and leadership on policy issues involving immediate disaster response. The role coordinates regional response operations to deliver lifesaving and life-sustaining support, and develops and coordinates preparedness and response exercises, drills, and workshops. It also produces procedural documents detailing actions needed to carry out response actions identified in deliberate plans. FEMA employees have regular and recurring emergency management responsibilities and may be recalled at any time for emergency operations. This can involve irregular hours, work outside the official duty station, and duties beyond those in the official position description. Deployment travel may be extensive, last weeks to months, and occur with little advance notice. Employees may be required to relocate to emergency sites with physically austere and operationally challenging conditions. Applicants must be U.S. citizens, pass and maintain a Public Trust background investigation, meet applicable Selective Service and federal time-in-grade requirements, be able to obtain and maintain a government credit card, and be able to deploy with little or no notice to locations throughout the United States and its territories for extended periods. At the GS-12 level, applicants must have one year of specialized experience equivalent to at least GS-11, including experience assisting with emergency response plans, procedures, or risk assessments; briefing stakeholders on technical program matters; and coordinating multi-organization support for response and recovery operations following damaging or disruptive incidents. Education cannot substitute for the required experience.
