About The Position

This position is located within the Training & Development Bureau of the Florida Office of the Attorney General (OAG) and is responsible for developing, reviewing, maintaining, and coordinating the agency’s continuity of operations plan (COOP) before, during, and after emergency disaster incidents to ensure mission-essential functions can continue with minimal or no disruption during all types of disaster-related emergencies. This position is responsible for COOP Review, Training, and Exercises to ensure the agency’s plan is current and executable.

Requirements

  • Ability to respond and work effectively during an emergency incident or stressed environment.
  • Required to work as an essential employee before, during, and after emergency incidents, during and after normal business hours.
  • Ability to travel. Requires a valid driver’s license.
  • Ability to train or present in a formal classroom setting.
  • Ability to coordinate and facilitate meetings.
  • Ability to utilize Microsoft (MS) Word, MS Outlook, MS Excel, MS Teams, and PowerPoint software.
  • Ability to document and report findings.
  • Effective oral and written communication skills when dealing with key stakeholders.

Nice To Haves

  • Current and/or previous law enforcement or military background experience.
  • Experience in emergency management/response or work-related field.
  • Certification in Basic ICS (i.e. ICS-200, etc…) training by FEMA
  • Strong background in training and curriculum development.
  • Experience with Articulate 360 content development software.
  • Experience with Learning Management System (LMS).

Responsibilities

  • Respond immediately and effectively during emergency disaster incidents to ensure that the COOP is executed and implemented in a timely manner to ensure that the agency’s mission-essential business functions continue to operate when activated.
  • Develop and deliver agency policies, procedures, and training related to the COOP and emergency-related responses.
  • Coordinate and facilitate meetings with key agency stakeholders to ensure that the COOP is updated and maintained annually as needed consistent with the Florida Department of Emergency Management (FDEM) rules.
  • Ensure continued and full deployment of the agency’s activities and initiatives. This includes the research, development and delivery of classes, courses, workshops, and seminars needed to provide information and skills; as well as establishment and maintenance of computer-based training programs.
  • Assist in setting up rooms for trainings and training supported meetings.
  • Coordinate, notify, and manage members of the COOP Response Team (CRT) before, during and after the activation of the COOP.
  • Coordinate and facilitate COOP training exercise scenarios annually.
  • Develop, coordinate, and deliver emergency disaster training for personal and family preparedness conducted annually for all OAG employees.
  • Complete emergency disaster-related courses, such as the Basic Incident Command System (ICS), by FEMA for Initial Response.
  • Network with other emergency-related local, state, and federal agencies to research and deliver a high-quality emergency management plan.
  • Coordinate and ensure alternate facility operations, as well as resources, alongside Director of Administration, the COOP Planning Team (CPT), and Relocation Team Chiefs.
  • Maintain effective working relationships with internal and external stakeholders.
  • Job duties may require travel to other locations in Florida and work outside of normal hours
  • Conduct other training duties within the Training & Development Bureau as directed.
