The Emergency Communications Senior Supervisor (ECSS) will assist the Director and Associate Director of the Department of Emergency Management & Community Engagement (EMCE) by overseeing the overall operations of the Liberty University Emergency Communications Center (LUECC). The ECSS serves as a vital part of the EMCE Leadership Team. This position works under the supervision of the Associate Director of EMCE and in conjunction with the Director of EMCE. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Strictly adheres to Liberty University (LU) policies, representing the University in an exemplary manner. Works effectively as a team member, embracing and fostering LU’s Christian model and Mission – Training Champions for Christ. Oversees the daily operations of the LUECC and the allocation of personnel and resources. Ensures adequate staffing needs are met for the LUECC. Manages and maintains the LUECC staffing schedules. Receives and evaluates complaints and suggestions from the LU Community, external agencies, and LU employees working within the LUECC. Serves as the primary liaison for industry partners, including the Liberty University Police Department (LUPD). Oversees workflow; conducts performance evaluations; makes decisions regarding recruitment, selection and hiring of personnel. Makes recommendations regarding purchases of LUECC equipment and oversees all aspects of the equipment within the LUECC working with the Office of Security & Public Safety (OSPS) Information Services (IS) team. Secures and maintains records of emergency calls received and dispatched. Monitors and manages overall operations of the LUECC. Testifies in court as needed. Provides information to the public in regard to operations, directives, and procedures under the guidance of the Associate Director of EMCE. Assumes primary responsibility for ensuring LU employees working within the LUECC follow all policies and procedures in accordance with national standards, Department of EMCE, OSPS, and LU. Formulates, implements, and monitors regular maintenance of equipment. Attends meetings with the Department of EMCE on behalf of the LUECC. Official Criminal Justice Information System (CJIS) Terminal Agency Coordinator (TAC) for the National Criminal Information Center (NCIC) and the Virginia Criminal Information Network (VCIN). Produces monthly progress report audits for EMCE leadership, Virginia State Police (VSP) Community Policing, and for CJIS certifications. Assists in emergency response operations as needed. Performs the duties of an Emergency Communications Dispatcher (ECD) and an Emergency Communications Supervisor (ECS) as needed. Serves as the Alternate Quality Assurance Evaluator (QAE) for the LUECC. Performs other related duties as assigned by the Director of EMCE, or designee. SUPERVISORY RESPONSIBILITIES This position serves as the direct supervisor over the four shift ECSs and manages the overall operations within the LUECC.
