About The Position

OREGON YOUTH AUTHORITY Electronic Health Records Analyst - Operations & Policy Analyst 3 Salem, Oregon - CENTRAL OFFICE/HEALTH SERVICES DIVISION/EQUITABLE BUILDING OYA is seeking an Electronic Health Record (EHR) Analyst to help advance the health and well-being of youth in OYA close custody facilities through innovative, secure, and efficient healthcare technology solutions. As part of the Health Services team, this role supports a mission-driven program dedicated to providing comprehensive medical, psychiatric, psychological, dental, and nursing care that helps youth build healthier futures. Working alongside a multidisciplinary team of healthcare professionals and administrators, the Electronic Health Record Analyst plays a vital role in advancing high-quality, secure, and efficient healthcare services that support rehabilitation and positive outcomes for youth in custody. Key areas of responsibility include: Policy and Operations Electronic Health Record Training and Oversight Quality Improvement Support In this role, the Electronic Health Record Analyst develops and implements operational and security policies and procedures that support effective integration of electronic health records into daily clinical workflows. The position ensures clinics use Electronic Health Record systems appropriately, consistently, and securely while promoting best practices and supporting health services quality improvement initiatives. The Electronic Health Record Analyst also provides direct technical support and consultative guidance to clinical operations and patient care teams to encourage successful adoption and optimal use of electronic health records and related clinical applications. This position partners closely with Health Services managers and staff to improve system performance, standardize workflows, resolve system-related issues, and strengthen the overall delivery of healthcare services across OYA clinics.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Valid driver’s license and an acceptable driving record are required for this position.
  • Demonstrated experience managing and supporting Electronic Health Record (EHR) systems, including strong technical proficiency. Primarily EPIC.
  • Strong analytical and data interpretation skills with the ability to translate insights into actionable outcomes.
  • Ability to adapt effectively to changing priorities, systems, and organizational needs.
  • Continuous improvement mindset with a focus on optimizing workflows, processes, and operational efficiency.
  • Excellent communication and collaboration skills, with the ability to work effectively across teams and stakeholders.
  • High level of integrity, professionalism, and reliability with a strong commitment to accountability.
