About The Position

GoldenWolf is seeking an experienced Electrical Quality Assurance Engineer - Federal Construction to support repair, renovation, and modernization projects at Walter Reed National Military Medical Center (WRNMMC). This position provides onsite construction quality management, electrical quality assurance, contractor oversight, field inspections, technical reviews, and project documentation support for active healthcare facility construction projects involving normal power, emergency power, life safety systems, electrical distribution infrastructure, and facility modernization initiatives.

Requirements

  • Licensed Professional Electrical Engineer (PE) OR Licensed Master Electrical Contractor.
  • Minimum 10 years of electrical construction, renovation, or modernization experience.
  • Experience with electrical distribution systems, power systems, or facility infrastructure.
  • Experience utilizing the USACE Three-Phase Inspection Process.
  • Familiarity with USACE EM 385-1-1 requirements.
  • Ability to obtain CAC credentials and federal background clearance.
  • Ability to work on active construction sites and healthcare campuses.

Responsibilities

  • Review electrical submittts, shop drawings, technical data, and contractor documentation.
  • Evaluate contractor compliance with contract drawings, specifications, and federal requirements.
  • Review RFIs, RFCs, schedules, deficiency reports, and corrective action plans.
  • Provide technical recommendations to the Contracting Officer's Representative (COR).
  • Verify constructability, phasing, life safety, and quality control compliance.
  • Conduct daily inspections of electrical construction activities.
  • Monitor contractor quality control programs and testing activities.
  • Verify compliance with EM 385-1-1, OSHA standards, and contract requirements.
  • Document field observations and prepare inspection reports within RMS.
  • Immediately identify and report mission-critical or life safety concerns.
  • Attend project meetings with government personnel, engineers, architects, and contractors.
  • Review change orders and contractor cost proposals.
  • Support punch-list development and project closeout.
  • Review as-built drawings, O&M manuals, and warranty documentation.
  • Maintain daily and weekly QA reporting through USACE RMS.
  • Document inspections with detailed narratives and photographs.
  • Support federal construction compliance efforts.
  • Assist government personnel with technical evaluations and recommendations.
