About The Position

GoldenWolf is seeking an experienced Construction Quality Assurance Manager - Federal Construction to support renovation, repair, modernization, and infrastructure projects at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland. This position serves as the Government's onsite quality assurance representative and provides construction oversight, contractor surveillance, inspection services, quality management support, safety compliance monitoring, and project documentation review on active healthcare facility construction projects.

Requirements

  • Licensed Building Inspector OR Construction Superintendent, Quality Control Manager, Quality Assurance Representative, Construction Manager, or similar professional.
  • Minimum 10 years of construction, renovation, or modernization experience.
  • Experience with USACE Three-Phase Inspection Process.
  • Familiarity with USACE EM 385-1-1 requirements.
  • Ability to obtain CAC credentials and federal background clearance.
  • Ability to work on active construction sites and healthcare campuses.

Responsibilities

  • Perform daily field inspections of ongoing construction activities.
  • Verify compliance with project drawings, specifications, contract requirements, and safety standards.
  • Monitor contractor quality control activities and testing requirements.
  • Identify deficiencies and recommend corrective actions.
  • Report life-safety and mission-critical issues immediately.
  • Support the USACE Three-Phase Inspection Process.
  • Review contractor quality control procedures.
  • Monitor compliance with EM 385-1-1 requirements.
  • Evaluate workmanship, materials, testing, and installation quality.
  • Review submittals, shop drawings, RFIs, schedules, and technical documentation.
  • Maintain quality assurance reports and inspection records.
  • Utilize USACE Resident Management System (RMS).
  • Prepare meeting minutes, progress reports, and recommendations.
  • Participate in construction meetings.
  • Support punch list development and project closeout activities.
  • Review as-built drawings, warranties, and O&M manuals.
  • Coordinate with government staff, architects, engineers, and contractors.
