About The Position

The Arizona State Retirement System is seeking an Enterprise Applications and Operations Manager within its Technology Services Division (TSD) to manage and lead a highly technical team of five system administrators and engineers. This is a unique "working technical manager" role that bridges the gap between hands-on engineering and strategic management, primarily responsible for managing ASRS' software and applications through industry standards and best practices. Day-to-day responsibilities are 60% people management and leadership, and 40% hands-on technical.

Requirements

  • Experience with AWS Public Cloud Infrastructure, including infrastructure as code (CloudFormation, CodeCommit, CodePipeline).
  • Extensive experience with administering and maintaining core infrastructure and software applications (e.g., IBM FileNet, Kofax, Atlassian Jira/Confluence, Fortra GoAnywhere MFT, Microsoft Windows/Linux OS, Docker/Kubernetes).
  • Technical fluency in scripting languages, including PowerShell, to automate operational tasks.
  • Strong project management skills, business acumen, and substantial exposure to project-based work structures.
  • Ability to practice servant leadership, exhibiting excellent listening, interpersonal, and communication skills to convey ideas in both technical and user-friendly language.
  • Ability to effectively prioritize tasks and execute in a high-pressure environment, supporting a 24x7x365 mission-critical enterprise IT ecosystem.
  • At least 1 year of customer service experience.

Responsibilities

  • Leading, coaching, and mentoring staff to produce expected results, specifically focusing on leading technical teams in a servant leadership capacity.
  • Managing and providing direction in support of business operations, ensuring that applications meet business requirements, fulfill end-user requirements, and resolving complex infrastructure and application problems.
  • Overseeing operational strategy, including Strategy & Planning, Project Management, Budgeting, Business Case Development, Risk Management, and Performance Tracking.
  • Collaborating with other IT teams (Information Security, Service Desk, Quality Assurance), internal business areas, and external service providers to ensure a stable, secure, well-performing, and available infrastructure and applications environment.
  • Promoting and advancing team efficiencies and capabilities through automation improvements, including leveraging AI and LLMs for automation, problem-solving, and efficiency.
  • Assisting the team with day-to-day hands-on technical and operational responsibilities, including administering core technologies such as AWS Public Cloud, IBM FileNet, Kofax, Managed File Transfer (MFT), Atlassian Applications, and others.
  • Negotiating contracts with software and service providers and maintaining an inventory of company software and hardware assets.
  • Evaluating, installing, configuring, testing, deploying, and maintaining applications, systems software, and products throughout the enterprise.
