About The Position

The Education Program Consultant (CTE) will be an integral member of the Career and Technical Education Bureau. Requirements

  • Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas: a. Professional training, teaching, or counseling experience in an educational setting; b. Professional administrative experience in an educational setting; c. Professional finance, accounting, or auditing experience, including the preparation or analysis of financial statements; d. Professional experience in a major technical program area housed within the Iowa Department of Education; e. Professional data integration, data analysis, and statistical analysis experience; f. Professional communications experience, including public relations, marketing, or journalism; g. Professional school safety and emergency preparedness experience.
  • A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
  • Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
  • Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
  • Demonstrate a minimum of 1 year experience, 12 semester hours, or a combination of both in the area of developing and managing local, state, or federal educational policy.
  • 6 months' experience as a teacher/instructor, counselor, or administrator in a public or private secondary or higher education (college, university, or community college) setting which included: Analyzing and assessing work and education history of students and applying it to career goals, Communicating with program participants of varying academic and vocational abilities, Participating in school-to-work programs in both the public and private sector.
  • 6 months’ experience, 12 semester hours, or a combination of both in instructing students individually or in groups – this includes preparing materials, delivering material (i.e., lectures, presentations, demonstrations), keeping records of student progress and communicating progress to students.
  • 6 months’ experience, 12 semester hours, or a combination of both in education, instructional design, or a closely-related field.
  • 6 months’ experience, 12 semester hours, or a combination of both in all of the following: Determining the current state and needs of the learner, Defining the end goal of instruction, Creating a plan to bridge the gap between the current state of the learner and the end goal of instruction, Evaluation of this training.
  • 6 months’ experience, 12 semester hours, or a combination of both in the area of competency-based education structures.
  • 6 months’ experience, 12 semester hours, or a combination of both in the area of educational curriculum and instructional design and implementation.
  • Passion for pursuing common goals in pursuit of public service.

  • Ability to work in complex situations and meet deadlines while leading teams as a non-traditional leader (no supervisory authority).

Responsibilities

  • Provide leadership administration and technical assistance in programming, budget and finance, and accountability for career and technical education (CTE), with special emphasis on Engineering, or Manufacturing, Architecture and Construction, or Transportation.
  • Develop and maintain professional working relationships, coordinate and provide leadership to K-12 and community colleges for the development of and/or improvement of CTE programs, services, and activities, with special emphasis on Engineering, or Manufacturing, Architecture and Construction, or Transportation.
  • Assisting in (a) the provision of and assistance in the development of grant applications, (b) the review and approval of grant applications, and (c) the review and approval for payment for expenditures incurred.
  • Provide local education agencies (high schools, school districts, community colleges) across the state with leadership administration and technical assistance regarding the implementation of state CTE redesign statute, administrative rules, and guidance, including alignment with the Carl D. Perkins federal legislation.
  • Assist with other Career and Technical Education (CTE) duties on behalf of the Iowa Department of Education.
  • Participate in comprehensive efforts of the Department and Bureau, including Department, Division, and Bureau meetings, and other assigned work groups.
