About The Position

The Professional Institute of the Public Service of Canada (PIPSC) is seeking an Education Officer to join their team at the National Office in Ottawa. This role is responsible for designing and implementing the Institute's national education program for internal and external clients, promoting educational excellence, and fostering a culture of lifelong learning. The Education Officer will contribute expertise in instructional design, facilitation, and program evaluation, ensuring learning programs are effective, accessible, and responsive. This position supports the continuous improvement of education content, tools, and delivery methods, and collaborates with internal stakeholders, subject matter experts, and service providers.

Requirements

  • Post-secondary degree in a teacher education or related program, combined with a strong background in labour relations.
  • Three (3) to five (5) years of progressive and related experience in adult and union education, program development, and labour relations; or an equivalent combination of education and experience.
  • Fluency in both French and English is required.
  • Thorough knowledge of current principles and trends of adult and union education.
  • Thorough knowledge of current principles and trends of e-learning.
  • Knowledge of the Professional Institute’s organization, structure, and relevant issues.
  • Must have knowledge of any LMS (learning management system), ideally Canvas.
  • Ability to assess training needs, prepare learning aids, develop and deliver training modules.
  • Ability to develop and implement various learning programs.
  • Ability to work in cooperation with others.
  • Ability to enlist the support of various facilitators, staff, and union officials.
  • Skilled presentation techniques.
  • Strong writing and editing skills.
  • Applicant must either be a Canadian citizen or a permanent resident eligible to work in Canada.

Responsibilities

  • Design, develop, and deliver education programs, including workshops, webinars, and e-learning modules, ensuring alignment with adult education principles and organizational objectives.
  • Develop program content, learning objectives, instructional strategies, and supporting materials using sound instructional design methodologies.
  • Conduct research and consult with internal and external stakeholders to develop accurate, relevant, and high-quality education content.
  • Facilitate training sessions and learning activities, adapting delivery methods to meet diverse participant needs and learning styles.
  • Plan, organize, and manage assigned education programs or initiatives, ensuring timely delivery and alignment with established objectives.
  • Develop and implement evaluation tools, feedback mechanisms, and learning assessments to measure program effectiveness.
  • Monitor participant progress, analyze feedback and results, and update content and delivery approaches to improve learning outcomes.
  • Collaborate with the Team Lead and colleagues to ensure consistency, quality, and alignment across education programs and materials.
  • Support the development and maintenance of e-learning platforms and digital learning tools, including working with developers and administrators.
  • Develop written materials such as guides, toolkits, articles, and online content to support education programs and knowledge sharing.
  • Respond to inquiries from internal and external clients regarding education programs and services.
  • Provide input and recommendations on program improvements, emerging needs, and education strategies.
  • Remain current on trends in adult education, e-learning technologies, and labour relations, and integrate best practices into program design and delivery.
  • Participate in multi-disciplinary teams assigned to special projects, or Institute Committees as assigned, and work collaboratively with others.
  • May be requested to perform other related duties as required.
