This position has responsibilities involving procedures adopted by the Department and Division. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Division of Accounting and Auditing. This position supports the Division’s effort to accomplish the Chief Financial Officer’s (CFO) constitutional and statutory duties. This includes ensuring that financial and accounting related education is provided to all agencies within the guidelines of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS), or other comprehensive basis of accounting. This includes training on the State’s Accounting system(s). This position exercises independent judgment in assisting in the formulation of policies for statewide accounting and auditing functions. Provide education as required on the state’s accounting system, best practices in contract and grant management and that are aligned with the Division’s goals for users within the Department of Financial Services and all agencies. This includes teaching accountants and auditors to process business events (accounting transactions) in accordance with defined policies and procedures and GAAP; researching and analyzing accounting literature, pronouncements, theories and concepts for inclusion in educational materials and ensuring these are communicated to users; making recommendations to management on additional educational requirements to ensure the state goal of an enterprise concept is met; and creating and editing educational materials and user manuals. Provide agency accounting personnel support. This includes promptly and accurately responding to email and telephone inquiries; and scheduling, hosting, and preparing for dedicated agency learning sessions. Conducting and Analyzing training needs using needs assessments, surveys, and focus groups. This also includes preparing and reviewing operational reports and schedules to ensure accuracy and efficiency of office processes and tracking and reporting performance metrics. Support Division specific projects (e.g., implementation of new accounting policies, changes to financial management applications). This includes facilitating meetings and workshops, creating project materials (e.g., design documents, communication plans), and researching and testing business process systems and solutions. Assist with the maintenance of the Learning Management System (LMS) data which includes adding and updating courses, roles, classes, locations, student and manager profiles, instructors, registering students, class reminder emails, printing class rosters, printing student certificates and related LMS data. Performs other duties as assigned.
