About The Position
The Virginia Department of Motor Vehicles (DMV) is seeking a Highway Safety Program Manager for the Richmond Region within its Highway Safety Office. This position reports to the Deputy Director of Highway Safety Programs and is responsible for managing statewide traffic safety initiatives, training operations, stakeholder coordination, and grant funding. The incumbent will oversee program delivery, develop training content, foster collaboration with law enforcement and community partners, and ensure compliance with federal and state guidelines. The role emphasizes data-driven decision-making to improve highway safety outcomes while representing the agency in high-profile interagency efforts and public forums. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Requirements
- Comprehensive understanding of traffic safety laws, regulations, and initiatives at state and federal levels, including those established by the National Highway Traffic Safety Administration (NHTSA).
- Strong knowledge of performance management practices, including goal setting, feedback, and evaluations.
- Knowledge of emerging technologies, and customer engagement strategies for public outreach.
- Advanced communication skills for engaging diverse audiences and stakeholders effectively.
- Proficiency in data analysis, interpretation, and visualization to inform strategic decisions and public campaigns.
- Project management skills, including budget oversight, timeline adherence, and change management.
- Skill in building partnerships with public, private, and nonprofit organizations to expand program reach.
- Problem-solving abilities to address operational challenges and drive innovative program design.
- Adaptability to respond to evolving priorities and stakeholder needs in a dynamic work environment.
- Ability to develop and execute strategic plans aligned with organizational goals and performance metrics.
