About The Position

The Department of Juvenile Justice is seeking a DJJ Operations Coordinator. This role involves preparing various procurement documents such as Request for Proposals (RFP), Invitation to Negotiate (ITN), and Invitation to Bid (ITB) in accordance with Florida Statutes and Department policies. The position also assists in developing contractual specifications, monitors contract effective dates, and resolves problematic areas. The Operations Coordinator serves as a liaison between the Department and providers, offering technical assistance, training, and consultative services. Effective communication with external customers and maintaining positive working relationships are key. A thorough knowledge of relevant Florida Statutes, Administrative Codes, and Department/Bureau policies is required, along with the ability to propose changes as appropriate. The role also includes performing other related duties as assigned.

Requirements

Nice To Haves

  • A bachelor's degree from an accredited college or university and two years of contract-management and/or procurement experience.
  • A master's degree from an accredited college or university can substitute for one year of the required experience.
  • Knowledge of the Department Juvenile Justice Information System (JJIS).
  • Knowledge of the Department Juvenile Justice Program Monitoring and Management (PMM).
  • Development of contractual specifications and scope language in conformance with State and Federal laws and agency policies.
  • Contract-management and/or procurement experience.

Responsibilities

  • Prepares Request for Proposals (RFP), Invitation to Negotiate (ITN), Invitation to Bid (ITB), and all other procurements as requested by Prevention staff in accordance with Florida Statutes and Department policy and procedures.
  • Assists with development of contractual specifications and scope language in conformance with State and Federal laws and agency policies.
  • Monitors contracts’ effective dates and procurement needs to ensure the continuation of services.
  • Identifies and resolves problematic areas of concern and/or provides recommendations to resolve these issues.
  • Advises higher level of management on problems and policies related to these programmatic and operations issues.
  • Provides technical assistance as the Office of Prevention and Victim Services liaison between the Department and providers.
  • Provides technical assistance, training, consultative services and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments.
  • Communicates effectively with customers external to the Program, maintaining a positive and collaborative working relationship.
  • Maintains a thorough working knowledge of Chapter 287, Florida Statute; Chapter 60A-1, Florida Administrative Code; and all Department/Bureau handbook, manuals, policies, and procedures, and proposes changes as appropriate.
  • Performs other related duties as assigned.
