About The Position

This is a responsible managerial, supervisory position in the Field Operations Division of the Public Works Department. This is supervisory and technical work with the responsibility for planning, scheduling, developing, and directing the activities of personnel engaged in the meter services and logistics sections, to include management of the Meter Reading Program, Meter Replacement Program, Meter Testing Program and Cross Connection Control Program. Incumbent works with minimum direction, exercises independent judgment and makes decisions within the scope of specific assignments. Work is subject to frequent review by division leadership. Work is performed in both office and outdoor in field environment.

Requirements

  • High School Diploma or GED.
  • Knowledge of standard practices and procedures as related to water distribution system construction and maintenance and a minimum of five (5) years of related experience.
  • A combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
  • Must possess a DEP Level III Water Distribution License and be able to obtain a Level I Water Distribution License within three years from date of hire.
  • Must possess a factory meter repair training certification and have three years’ experience in the repair and testing of water meters.
  • Must possess a Backflow Prevention Tester and Repair/Maintenance Technician Certification within one year from date of hire.
  • Proficient knowledge of computer and software applications, i.e., word-processing, spreadsheet, personal computer applications, report preparation, and project tracking.
  • Thorough knowledge of the theory, operation, maintenance, repair, and construction of water and wastewater systems.
  • Knowledge of repair, calibration, and testing procedures for water meters and backflow prevention devices.
  • Knowledge of automated meter reading (AMR) systems, related software, and associated technologies.
  • Ability to read, interpret, and apply blueprints, plans, specifications, and technical drawings.
  • Knowledge of occupational hazards and required safety practices associated with water and wastewater operations.
  • Ability to analyze maintenance and operational problems and exercise sound independent judgment in developing solutions.
  • Knowledge of office management principles, including clerical, statistical, recordkeeping, and fiscal processes.
  • Ability to establish and maintain effective working relationships with subordinates, supervisors, contractors, other City employees, and external stakeholders.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to learn and utilize computer systems, software applications, and related technologies.
  • Ability to interact with contractors, customers, and the public with tact, professionalism, and firmness when necessary.

Responsibilities

  • Administers the Meter Reading Program, including uploading and downloading customer account data for meter reading.
  • Ensures all meters are read monthly in accordance with the established billing schedule.
  • Maintains meter reading records and prepares monthly reports.
  • Administers the Meter Replacement Program.
  • Updates and maintains meter records and provides meter information to the Customer Service Department.
  • Maintains program records and prepares monthly reports.
  • Administers the Meter Testing Program.
  • Updates and maintains records for the City's meter testing program.
  • Maintains program records and prepares monthly reports.
  • Administers the Cross-Connection Control Program.
  • Coordinates the testing, maintenance, and installation of backflow prevention devices.
  • Conducts Cross-Connection Control Surveys on existing and new facilities to determine appropriate backflow prevention requirements.
  • Performs reclaimed water inspections on commercial and residential properties.
  • Issues noncompliance notices and coordinates with Customer Service to apply backflow fees to customer accounts.
  • Maintains all program records in compliance with State requirements.
  • Maintains and updates the City's Cross-Connection Control Manual.
  • Organizes, directs, and oversees all meter-related activities, including: Meter reading, Meter pull/reset operations, Meter replacement, New meter installations, Meter testing, Meter box maintenance, AMR technical support and troubleshooting.
  • Oversees, plans, and directs Meter Services and Logistics Section staff and operations, including: Material ordering and receiving, Inventory management and audits, Building and grounds maintenance, Vehicle and equipment inspections.
  • Oversees and assigns work activities for Meter Services and Logistics employees within the Field Operations Division.
  • Conducts daily random inspections of work in progress.
  • Directs or initiates corrective actions as needed and reports serious or potentially hazardous conditions to supervision.
  • Schedules, tracks, and monitors all Meter Services and Logistics tasks and projects.
  • Prepares management reports identifying project progress and employee productivity.
  • Serves as liaison between the Field Operations Division and the Customer Service Department.
  • Performs employee performance evaluations and assists with corrective actions and employee recognition programs in coordination with the Superintendent.
  • Coordinates with the Public Works Engineering Branch to ensure projects meet City of Titusville specifications and align with system improvement initiatives.
  • Provides technical and construction support to employees, contractors, and work crews for water meter and backflow prevention projects and installations.
  • Investigates project requirements and prepares cost estimates, agreements, feasibility studies, construction project plans, and system improvement recommendations.
  • Develops, reviews, and revises Standard Operating Procedures (SOPs) for the division.
  • Responds to emergency situations as required.
  • Performs other related duties as assigned.
