About The Position

The Division Chief – EMS is responsible for the leadership, administration, planning, coordination, and evaluation of all Emergency Medical Services programs and operations within Bay County Emergency Services. This position oversees EMS clinical practices, regulatory compliance, and operational readiness to ensure the delivery of high-quality prehospital emergency medical care. The Division Chief – EMS serves as the department's subject matter expert for EMS operations and works closely with the Medical Director, operational personnel, hospitals, regional healthcare partners, and regulatory agencies to maintain excellence in patient care and service delivery.

Requirements

Associate's degree from an accredited college or university in emergency medical services, healthcare administration, public administration, fire science, or related field required (Bachelor's degree preferred); AND Ten (10) years of progressively responsible experience in Emergency Medical Services, which includes three (3) years of supervisory or management experience within Emergency Services; OR Any equivalent combination of education and experience that provides the required competencies to perform the job.
Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Possess and maintain the following: State of Florida Paramedic License.
National Incident Management System (NIMS) ICS-100, 200, 700, 800, 300, and 400.
AHA ALS, BLS, PALS, and PHTLS Certification, Instructor preferred
Florida Fire Standards preferred.
Extensive knowledge of emergency medical systems management, operations, and administration.
Knowledge and strong understanding of clinical protocols, pre-hospital care standards, and EMS regulatory requirements.
Knowledge of principles and practices of budgeting, procurement, and resource management.
Knowledge of project management and organizational skills.
Proficient in Microsoft Office Suite and EMS-related data and reporting software.
Skills in supervising, coaching, and evaluating the performance of EMS personnel.
Skills in analytical and problem-solving with the ability to assess operations and implement performance improvements.
Skills in developing, implementing, and evaluating EMS policies, procedures, and training programs.
Ability to have excellent oral and written communication skills.
Ability to work and maintain reliable full-time attendance.
Ability to comprehend, speak, and read the English language.
Ability to establish and maintain cooperative working relationships with staff, management, other agencies, and community partners.
Ability to have and maintain good interpersonal and communication skills to deal with the public.
Ability to collect, analyze, and interpret data related to EMS response, patient care, and service outcomes.
Ability to interpret and apply local, state, and federal laws, regulations, and guidelines related to EMS operations.
Ability to prepare clear, concise reports and deliver presentations.
Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception.
Ability to lift and carry patients weighing in excess of 250 pounds, with assistance, without causing harm or aggravating injuries to the patient or themselves.
Lifts people and equipment of 100+ pounds; extensive, or considerable standing/walking; Lifts positions, pushes and/or transfers patients; lifts supplies/equipment; manual dexterity and mobility; intermittent exertion when performing treatments.
Must be available for on-call duty and able to respond and work incidents/emergencies after normal hours; including extended or irregular hours, evenings, weekends, holidays, and prolonged emergency or disaster activations.

Responsibilities

Directs and oversees all EMS programs, policies, procedures, and clinical operations.
Develops strategic goals and objectives for the EMS Division consistent with departmental priorities.
Participates and assists in preparing and manage EMS budgets, capital requests, grant applications, and procurement activities.
Participates in executive leadership meetings and departmental planning initiatives.
Coordinates with the department Medical Director to ensure compliance with approved treatment protocols and standards of care.
Evaluates EMS performance metrics and implement corrective actions as necessary.
Ensures compliance with all applicable federal, state, county, and local EMS regulations.
Reviews trends in patient care, clinical outcomes, and operational performance.
Monitors ambulance deployment strategies, unit utilization, response performance, and operational effectiveness.
Develops recommendations for staffing models, resource allocation, and service delivery improvements.
Coordinates special event medical coverage and disaster medical response planning.
Ensures operational readiness of EMS apparatus, equipment, medications, and supplies.
Participates in emergency incident management and command functions as required.
Maintains compliance with state EMS licensing requirements and applicable healthcare regulations.
Coordinates inspections, audits, and accreditation activities with QA/QI Captain.
Manages controlled substance accountability programs and medication security processes.
Ensures proper documentation, record retention, and reporting practices.
Serves as the department liaison to hospitals, healthcare coalitions, EMS agencies, public health organizations, and regional partners.
Participates in local, regional, and state EMS committees and workgroups.
Collaborates with emergency management agencies during disaster planning and response activities.
Participates in planning and implementation of disaster response and mass casualty incident protocols.
Performs other related duties as assigned.
