The Director leads the Federal Facilities Enforcement Office (FFEO) within the U.S. Environmental Protection Agency’s Office of Enforcement and Compliance Assurance (OECA). The Director advises OECA’s Assistant Administrator, Principal Deputy Assistant Administrator, and Deputy Assistant Administrator for Management on implementation and oversight of the federal facility enforcement and compliance program under EPA environmental laws, including the Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response, Compensation, and Liability Act, Toxic Substances Control Act, Clean Air Act, and Federal Insecticide, Fungicide, and Rodenticide Act. FFEO establishes national enforcement policy and guidance, conducts multi-statutory inspections of federal facilities, and works with EPA’s ten regions and other headquarters offices to determine enforcement responses to violations. The Office participates in enforcement negotiations, including interagency CERCLA agreements and administrative penalty or compliance orders, and is involved in litigation and enforcement against federal facilities. It also reviews proposed federal legislation and develops EPA positions on federal responsibilities under that legislation. The Director develops and implements enforcement policies; participates in setting operating policies, procedures, priorities, plans, resource allocations, and budgets; and serves as the principal legal advisor to senior management for assigned responsibilities. The role requires producing timely analyses of evolving national policy issues, maintaining relationships with internal and external partners, and representing the Agency before Congress and other stakeholders, including presenting testimony. The Director reviews Office programs and advises the Assistant Administrator on necessary changes to programs, plans, priorities, procedures, resources, budgets, staffing, and intramural and extramural efforts. The position also oversees procurement, contracts, grants, assistance, management control systems, and the full range of supervisory human resources duties. This is an office-centered, onsite position requiring regular physical reporting to the duty station. Situational telework may be approved by a supervisor if eligibility requirements are met and agency policy allows. The position is in the Senior Executive Service and requires a one-year probationary period if not previously completed, a high-risk background investigation, a top-secret security clearance, pre-employment and random drug testing, and financial disclosure filings.
